Kherson is not guaranteed to have heat and electricity this winter due to Russian attacks

In Kherson this winter there may be disruptions to heating and electricity supply. The cause is Russian attacks and significant damage to critical infrastructure facilities. This was written by the head of the Kherson Regional Military Administration, Oleksandr Prokudin, on his Telegram channel after a meeting with the heads of condominium associations and residents of the Tavriyskyi microdistrict.

Due to the intensification of enemy attacks and significant damage to life-supporting facilities, we cannot guarantee stable operation of heating and electricity systems this winter.

At the same time, the authorities are already working on backup options to provide people with warmth. Together with the head of JSC «Kherson CHP», Serhii Fesenko, they are considering the possibility of providing residents with gas heaters for their apartments.

The meeting also discussed the work of municipal services. Despite regular Russian strikes, workers continue to perform their duties and quickly eliminate the consequences of the attacks.

They assured residents that, if problems arise, they can count on help from city services.

Separate attention was paid to evacuation to safer regions. Kherson residents were informed about departure options, accommodation possibilities, and the assistance that can be obtained after evacuation.

Because of strikes on houses, fires may occur in them. Therefore, residents are planned to be supplied with fire extinguishers so people can respond more quickly to fires.

We will continue to deliver them to the homes that need them.

The authorities are also preparing for possible consequences of further destruction of the Kherson CHP. The deputy head of the Kherson RMA, Yevhenii Ihnatenko, stated that the evacuation of families with children and people with limited mobility is being worked out.

At the end of August 2026 Russian forces again struck the Kherson CHP. Since the end of 2025 — the beginning of 2026, the station has suffered numerous attacks and was almost completely destroyed. On August 28 Oleksandr Prokudin urged city residents to leave if possible, since this winter one can no longer count on the station operating in its usual mode.

That same day Ukrainian forces in response struck two substations in the occupied part of Kherson region — “Tymofiivska” and “Henicheska”.

At the beginning of September 2026 the electricity supply situation remained critical. According to Oleksandr Prokudin, the entire Kherson receives as much electricity as one supermarket in Kyiv consumes.

According to the Kherson RMA, since the beginning of 2026 Russia has increased the number of attacks on the city by 2.5 times: if previously there were about 2.5 thousand per week, now — up to 6 thousand.
