September 3 in the Mykolaiv region a command-and-staff exercise was held during which the readiness of services and critical infrastructure enterprises for possible emergencies in the 2026/2027 heating season was checked.

Participants practiced response algorithms at heat, electricity, gas and water supply facilities. The exercise took place in accordance with the decision of the National Security and Defense Council of Ukraine to increase the resilience of life-support facilities and their readiness for possible emergencies.

At the instruction of the acting head of the Mykolaiv Regional Military Administration Heorhii Reshetylov, the exercise was conducted under the leadership of the deputy head of the RMA Valentyn Haidarzhi. Representatives of government bodies, civil protection services, critical infrastructure enterprises and other responsible structures joined him.

One of the key scenarios was a prolonged power outage. Services tested the actions required to ensure the uninterrupted operation of heat and water supply systems, communications, critical infrastructure facilities, hospitals and other social facilities where people stay around the clock.

Participants separately assessed the possibility of using backup power sources. During the drill they checked the readiness of generators, the availability of the necessary fuel reserves and the distribution of responsibilities among services. They also clarified how effectively the developed algorithms can be used directly in an emergency situation.

Valentyn Haidarzhi emphasized that clear coordination among all responsible services and the ability to act quickly are important when responding to prolonged outages.

“Our task is to practice actions during prolonged power outages so that everyone understands their responsibility. We must be ready to ensure the operation of critical infrastructure, water and heat supply, communications and other life-support systems,” said Valentyn Haidarzhi.

The regional administration noted that such exercises make it possible to identify problematic issues in advance and improve interaction between the services that will be responsible for the stable operation of the region in case of emergencies during the heating season.

At the same time, in Mykolaiv only 42 of 1,230 buildings are ready for the heating season.
