In Korabelnyi, they want to create a modular settlement for internally displaced persons (IDPs)

Land approved, but there are no utility networks: will the city council derail the housing project for IDPs?

In the Korablevnyi District of Mykolaiv, they plan to create a small modular settlement for internally displaced persons (IDPs). For the future housing, international partners were offered more than 3 hectares of land behind the shopping centers on Bohoyavlenskyi Avenue, but members of the land commission have already warned about problems with the road, sewage, and utility networks. The issue was considered on 23 June 2026 at a meeting of the land commission of the Mykolaiv City Council.

The municipal enterprise of the Mykolaiv City Council “Sviy Dim” is asking for permission to develop a land management project for the plot where modular houses for displaced persons may potentially be installed.

The city council explained that negotiations with international partners are still ongoing. The final amount of land required for the project has not yet been determined. Initially, an area of more than 3 hectares was proposed for design, but the actual construction zone may be significantly smaller. Currently, it concerns the installation of only 5 modular houses. After completion, they may be transferred to the balance of the municipal enterprise “Sviy Dim”, which will be responsible for the maintenance and management of the housing. According to information voiced at the commission, international partners are reportedly ready to assemble the houses in about 1 month, but only after the completion of land and design procedures.

Members of the land commission pointed out that the proposed site lacks a proper road, sewage, and necessary utility networks. Bringing communications to the site could significantly complicate and increase the cost of the project. The head of the land commission, Olena Nesterenko, warned that offering an unprepared plot to the investor may reduce the chances of construction, and reminded about an already existing social project in the district located in the middle of a field.

“At the stage when we consider and give the investor an unattractive plot of land, we reduce the chances of implementing this project from the very beginning. It’s one thing when there is development around and communications are not so far to pull, and it is possible to make a good settlement for displaced persons. We already have in the Korablevnyi District a family-type house that is located in the middle of a field and there is not even a road to it. The investor will say that the city is to blame and did nothing to provide an attractive plot of land,” noted Olha Nesterenko.

A city council representative replied that the possibility of laying communications and landscaping the territory is still being studied. Since the project is at an initial stage, the proposed location or building parameters may still be changed. Despite the warnings, commission members supported allocating the plot for modular houses. At the same time, this decision does not yet mean the start of construction: for now it is only about preparing land management documentation.

For a city where thousands of displaced people need housing, 5 houses will not solve the problem even partially. And choosing a field without prepared infrastructure creates the risk that a project that sounds fast on paper from international partners will bog down in the costly laying of networks and road construction.
