€140 million for housing: IDPs from occupied territories will receive vouchers, veterans — preferential mortgages
The first tranche of €40 million is expected as early as September 2026
The Administrative Council of the Council of Europe Development Bank approved two funding applications for Ukraine for housing programs totaling €140 million.
The funds are to be directed to the purchase of housing by internally displaced persons from temporarily occupied territories and to preferential mortgage lending for war veterans.
About the decision on 21 June 2026 reported the Deputy Prime Minister for the Recovery of Ukraine – Minister for Communities and Territories Development of Ukraine, Oleksii Kuleba.
Of the total amount, €80 million is allocated for the program “Housing for IDPs from temporarily occupied territories”, which is being implemented within the framework of the state program “eRecovery”.
These funds should allow financing of about 2,000 housing vouchers for people who were forced to leave their homes in the temporarily occupied territories.
Vouchers will be provided on a one-time basis for the purchase of housing. According to the Council of Europe Development Bank, priority will be given to those who suffered most from the war, in particular people with disabilities and other categories who previously could not use existing support mechanisms.
The first tranche of €40 million is expected to be received by Ukraine in September 2026.
Another €60 million is provided for a preferential mortgage lending program for veterans.
The program is to be implemented jointly with Ukrainian authorities and will be administered by the State Fund for the Promotion of Youth Housing Construction.
The funds will be used for long-term mortgage loans on preferential terms, enabling veterans to buy housing on the market.
According to the Council of Europe Development Bank’s estimate, at the first stage the program can help approximately 1,100 people. Thanks to the reuse of funds repaid on previously issued loans, the number of beneficiaries may grow over time to 1,500.
Special attention is planned to be given to participants in hostilities and people who became disabled as a result of the war.
Thus, the two programs together may cover more than 3,500 veterans and internally displaced persons from temporarily occupied territories.
At the same time, approval of financing does not yet mean that all applicants will immediately receive apartments or money. Necessary agreements still need to be concluded, tranches received, documents verified and people who meet the program conditions selected.
“In three years almost 500,000 families have already used the state’s housing programs. We continue to attract new resources and expand opportunities for those who have lost their homes because of the war and need support.
