People with mental disorders and disabilities at the TCC: Lubinets published the results of the inspection

Representatives of the Commissioner of the Verkhovna Rada of Ukraine for Human Rights, Dmytro Lubinets conducted a monitoring visit to the Ternopil District and City Territorial Center for Recruitment and Social Support, after which a number of possible violations of citizens’ rights were reported.

According to the ombudsman, during the inspection there were about 28 people in the premises, of whom 17 submitted written complaints about possible violations of their rights. People reported improper document processing, possible violations during mobilization, and non-compliance with requirements during the military-medical commission.

Dmytro Lubinets commented on the results of the inspection and called for immediate changes to the mobilization system.

“My representatives have just returned from a monitoring visit to the Ternopil District and City Territorial Center for Recruitment and Social Support. This is another situation that shows: the mobilization reform is needed not tomorrow and not today – it was needed yesterday”.

The ombudsman also reported that during the visit people were found who, in his opinion, were not subject to mobilization. Thanks to the intervention of representatives of the Commissioner’s office, five people were released.

Among them, according to Dmytro Lubinets, was a man with a lifelong disability of Group II since childhood, two people with mental disorders (diagnoses not disclosed for ethical reasons), and two men who had about half a year left until reaching 60 years of age.

In addition, the ombudsman stated that the person who supervised the mobilized was intoxicated by alcohol.

According to Lubinets, this fact was documented during the inspection.

“What we saw is outrageous: the supervisor of the mobilized was intoxicated. The alcohol level in his blood was almost seven times the permissible limit”.

Following the monitoring visit, Dmytro Lubinets announced that an official response was being prepared to eliminate the identified violations and prevent similar incidents in the future.
