4.2 Million for Asphalt That Isn’t There: Authorities Leave Korabelnyi Residents Waiting Until 2027

Authorities have acknowledged that the road on Olzhycha Street is in a state of disrepair, but residents will have to wait at least until next year. And even then, repairs are not guaranteed.

Residents of buildings No. 107 and No. 109 on Oleh Olzhych Street in Mykolaiv’s Korabelnyi District have once again complained about the severely damaged road they are forced to walk and drive on every day. According to them, there has been no proper road surface here for more than 25 years. After a video appeal was published, the district administration acknowledged the poor condition of the access road and said that major repairs would cost approximately UAH 4,216,000. However, no work is planned for 2026.

A video submitted to the Korabelov.info editorial team by local residents shows a damaged road surface with numerous potholes, uneven areas, and stretches of crumbling asphalt.

The authors of the appeal emphasize that when it rains, it is practically impossible to walk or drive along this road. Getting around is especially difficult for parents with young children and older people. Residents say they have repeatedly tried to draw the city authorities’ attention to the problem, but have yet to see any meaningful results.

More than UAH 4 million for repairs: the administration’s response

Following another appeal from residents, an official response from the Administration of Mykolaiv City Council’s Korabelnyi District appeared in the comments on the Operational Response Service page. It stated that the appeal was registered on October 21, 2026, under No. 70896. Administration representatives inspected the area and confirmed that major repairs were needed.

“In response to appeal No. 70896 dated October 21, 2026, the Administration of Mykolaiv City Council’s Korabelnyi District reports: Following an inspection, it was established that the access road within the residential block, from Oleh Olzhych Street to buildings No. 107 and No. 109, as well as the area inside the courtyard, are in poor technical condition and require major repairs covering an area of 1,240 sq. m. The estimated cost of the repair work at this year’s prices is UAH 4,216,000. As the financial year is coming to an end, it is not possible to carry out the repairs in 2026. The matter will remain on the Korabelnyi District Administration’s register and will be reconsidered when the work plan for 2027 is drawn up, provided sufficient funding is available. The matter will remain under additional monitoring until May 1, 2027.”

Thus, the administration has officially confirmed that 1,240 square meters of the access road within the residential block need repairs, but has not specified when the work will begin.

Importantly, the officials’ response does not present 2027 as a guaranteed deadline for the repairs. It only says the matter will be reconsidered when the work plan is drawn up—and only if sufficient funding is available.

The additional monitoring deadline of May 1, 2027 also does not mean the road will be repaired by that date.

Repairs were already reported as complete. But the road remained in bad shape

Notably, the issue of improving this area had already come to the attention of the city authorities.

As Korabelov.info previously reported, on June 3, 2026, a resident named Kateryna contacted the city’s call center to complain about the condition of the playground, courtyard, and internal roads near the same buildings, No. 107 and No. 109.

It was not until October 20, 139 days after the appeal, that the municipal enterprise “Pilot” Single Customer Directorate reported that the repairs had been completed.

However, the municipal enterprise’s response did not make clear exactly what work had been carried out or whether it covered all the problem areas.

Now, almost immediately after the completion of that work was reported, the district administration has separately confirmed that the access road within the residential block near these buildings is in poor condition and requires major repairs costing more than UAH 4.2 million.

Thus, the municipal workers’ earlier report of repairs did not mean the road-surface problem in this area had been resolved.

Will residents get a proper road in 2027?

For now, residents of the buildings on Oleh Olzhych Street have received only official confirmation of the problem, a preliminary estimate of the repair cost, and notice that the work cannot be carried out this year.

It is not yet known whether the city budget for 2027 will include the required UAH 4.216 million.

Meanwhile, residents who say they have been waiting for a proper road for more than a quarter of a century will have to continue using the damaged access road.
