Almost UAH 197 million at stake: court will review payments from the budget of "Mykolaiv Electrotrans"

In Mykolaiv a forensic economic examination must determine whether the State Audit Service’s conclusions about the possible excess receipt by the municipal enterprise “Mykolaivelectrotrans” UAH 196,836,500 from the city budget in 2022-2025 are supported by documents. Because of the complexity of the investigation, experts were allowed to work for more than 90 days, and the court proceedings were suspended until their conclusion is received.

This was reported on 11 September 2026 by Nikcenter. The dispute concerns the municipal enterprise and the Southern Office of the State Audit Service.

Experts must verify whether the audit conclusions about the possible excessive receipt of budget funds are confirmed by primary documents. By year the auditors counted:

• 2022 – UAH 35,781,800;
• 2023 – UAH 49,297,000;
• 2024 – UAH 48,825,000;
• 2025 – UAH 62,932,700.

The dispute arose over the procedure for paying for city electric transport. By law, the budget must compensate the difference between transport costs and the enterprise’s own revenues. Auditors believe that the executive committee effectively fully paid for the transport services while ticket revenue remained with the enterprise. The municipal enterprise “Mykolaivelectrotrans” did not agree with these conclusions and appealed the State Audit Service’s claim in court. The enterprise itself initiated an independent forensic economic examination.

At the same time, in another case the State Audit Service is demanding recovery from the enterprise of the full UAH 196,836,500. The proceedings were also suspended until the results of the examination are received. In addition, under the same circumstances the police are investigating a criminal proceeding under part 2 of Article 367 of the Criminal Code of Ukraine – official negligence that caused serious consequences.

Thus, the allegation of unjustified receipt of almost UAH 197 million currently remains the auditors’ position. The final answer on the documentary justification of these payments should be given by the forensic economic examination.
