Verkhovna Rada wants to restrict phones in schools: what the bill proposes

In the Verkhovna Rada of Ukraine a draft law No. 15105 dated 27 March 2026 was registered, which proposes restrictions on the use of gadgets during the educational process. This concerns phones, tablets and smartwatches, which are proposed to be banned during lessons, except when they are necessary for learning or for medical reasons.

The initiator of the document is Member of Parliament Heorhii Mazurashu. The draft law provides for amendments to Article 53 of the Law “On Education”, where they plan to clarify the obligations of students regarding the use of electronic devices in schools.

Ukraine’s Minister of Education and Science Oksen Lisovyi has previously spoken about similar initiatives, noting that a total ban on smartphones is not a priority of state policy. According to him, different countries use alternative approaches, for example — storing phones in special boxes or lockers with access only during breaks.

“Ukrainian schools can already independently set rules for gadget use in agreement with parents and students,” — explained Oksen Lisovyi.
