Deputy minister hit a 16-year-old girl: the State Bureau of Investigation is investigating the circumstances of the nighttime road accident

The State Bureau of Investigation (DBR) is establishing the circumstances of a road traffic accident in the Zhytomyr region involving the Deputy Minister for Recovery, Infrastructure and Transport of Ukraine Ruslan Oliynyk, in which a 16-year-old girl was injured. The accident occurred on September 11 at about 23:30 near the village of Vasylivka in Zhytomyr district. This was reported on September 17 by the spokeswoman of the DBR territorial office in Khmelnytskyi, Kateryna Herasymuk, in a comment to “Ukrinform.”
According to preliminary investigation data, the official was at the wheel of the vehicle when the collision with the 16-year-old girl occurred. The DBR notes that she was crossing the roadway outside a designated crossing. After the accident the minor with multiple injuries was hospitalized and taken to the hospital’s intensive care unit.
After the arrival of law enforcement, Ruslan Oliynyk underwent a sobriety test. According to the DBR, no alcohol was detected in his system. Authorities are currently establishing the causes and all circumstances of the accident.
The preliminary legal qualification is Part 1 of Article 286 of the Criminal Code of Ukraine, i.e., violation of traffic safety rules or vehicle operation by a person driving a vehicle that caused injuries of moderate severity to the victim. Procedural supervision is carried out by the Zhytomyr regional prosecutor’s office.
Meanwhile “Interfax-Ukraine,” citing an unnamed source in law enforcement agencies, reported that investigators are checking circumstances that may have preceded the accident. According to the agency’s source, before the crash the girl allegedly sent acquaintances messages from which one could infer a possible intent to harm herself. The driver and the passenger of the vehicle also told investigators that the girl suddenly appeared on the roadway.
At the same time, there is no official investigative conclusion about the intentional nature of her actions. The DBR’s statement only says that the girl was crossing the road outside a designated crossing, and all circumstances of the incident are still being established. On the ministry’s official website Ruslan Oliynyk is listed as Deputy Minister for Recovery, Infrastructure and Transport of Ukraine.
