Driver's licenses without exams for advance payment: drivers lured into a fraudulent scheme

In Ukraine, fraudsters offer drivers to obtain or exchange a driver’s license without visiting a service center of the Ministry of Internal Affairs (MIA). People who agree to such services risk losing money and receiving a forged document, the Main Service Center of the MIA and the Cyber Police warn.

Potential clients are sought through messaging apps. They promise to quickly “solve the issue” without taking exams and without following the official procedure.

For the service, fraudsters demand an advance payment to a private bank card. Besides money, they require copies of the passport, RNOKPP or an old driver’s license.

The Ministry of Internal Affairs (MIA) emphasizes that documents made this way can be counterfeit. Recently, a service center in the Ivano-Frankivsk region discovered such a license when a man tried to exchange it. A check showed that the series and number indicated in the document actually belonged to another person.

Law enforcement advises not to trust offers to receive a driver’s license remotely or to bypass established procedures. Typical signs of fraud are the requirement to transfer funds to a private account and the promise to enter the document into the state register without a personal application.

If money has already been transferred to the fraudsters, the Cyber Police recommends contacting the bank and the police as soon as possible. It is also necessary to save correspondence, phone numbers, card details and payment receipts.
