One bid and a UAH 6.9 million contract: how much juice was purchased for children in Mykolaiv

In Mykolaiv, the Municipal Production Enterprise for the Organization of Catering in Educational Institutions has completed the purchase of juices for the needs of educational institutions. In the Prozorro documents the winner’s bid amounts to 5 749 275 hryvnias excluding VAT, however the signed contract already provides for 6 899 130 hryvnias including VAT. Therefore the actual total contract value is almost 6.9 million hryvnias, not 5.75 million.

The procurement UA-2026-08-30-000673-a was announced on 30 August 2026. Its estimated cost was 5 886 754,50 hryvnias excluding VAT. The customer was the Municipal Production Enterprise for the Organization of Catering in Educational Institutions of Mykolaiv.

Only 1 bid was submitted to the procurement – from LLC “Proekt Invest XXI”. The company proposed to supply the products for 5 749 275 hryvnias excluding VAT. Thus, the bid was only 137 479,50 hryvnias, or approximately 2.34%, lower than the estimated cost. As a result of the procedure on 4 September 2026, a contract No.04/09/26/4 was signed with LLC “Proekt Invest XXI”. The system indicates that its total amount is 6 899 130 hryvnias including VAT, or the same 5 749 275 hryvnias excluding VAT. The contract is valid until 31 December 2026.

The total declared volume of juices is 91 774 liters. The main part of the purchase is apple-grape juice.

Planned deliveries:

• 90 320 liters of 100% apple-grape juice without added sugar, reconstituted and pasteurized, in tetrapaks with a volume of 0.9–1 liter;
• 1 340 liters of assorted fruit and berry juices, without added sugar, in packages of 200 ml – which corresponds to 6 700 small packages;
• 114 liters of reconstituted sterilized tomato juice with pulp and salt in tetrapaks of 0.95 liter – that is 120 packages.

For juices in small packages the technical specifications include an assortment featuring mango, grape, peach, cherry, multifruit, apple, plum, multivitamin, orange and pear. The product must be 100% juice, without sugar or sweeteners.

Juices are to be supplied not all at once but in small wholesale batches according to the customer’s orders until 31 December 2026. Delivery is to be made up to 3 times a week on weekdays from 06:00 to 15:00. Products will be transported to the company’s food warehouse in Mykolaiv and to other designated delivery points in the city. The customer must submit an order to the supplier at least 24 hours before the required delivery time.

The procurement took place at the beginning of the new 2026/2027 school year. Earlier in Mykolaiv a seasonal menu for schoolchildren calculated for 4 weeks was approved, which was agreed with the State Service for Food Safety and Consumer Protection. At the same time, the procurement of products is taking place against the backdrop of a difficult funding situation for children’s meals in the city. Already in the summer the city authorities reported a significant shortfall of funds for feeding children in preschool institutions. In July 2026 the city decided to temporarily direct 60 mln hryvnias from the guarantee reserve of municipal enterprises to these needs.
