"Are you the authorities or the collectors' servants?": In Mykolaiv, people have been fighting the "debts" claimed by "City for People" for 8 years

Residents of Mykolaiv have again received scandalous bills

Outraged Mykolaiv resident Oleg Derenyuga published a May 7, 2026 post on his Facebook page, in which he stated that residents of the building at Dmytra Petukhova, 1 in the Korablevnyi district have for years continued to be charged “debts” by the management company «Misto for People», services from which the residents officially refused several years ago.

According to the author of the post, the story began in August 2018, when the city transferred the apartment buildings of the Korablevnyi district to the management of the company «Misto for People». Already in December 2018 the residents of the building held a meeting and decided to refuse the services of that company, switching to the municipal enterprise KP «DEZ “Okean”». In February 2019 the meeting protocol was officially accepted by Mykolaiv’s Department of Housing and Communal Services. However, a year later, in February 2020, residents began receiving bills — simultaneously from KP «DEZ “Okean”» and «Misto for People». In his post the man notes that at that time the mayor Oleksandr Sienkevych instructed the deputy mayor Serhii Korenev to look into the situation.

“People received “double” bills, where they are asked to pay for building management to two companies at once: “MFP” and “Okean”, — wrote a resident of the Korablevnyi district.

According to him, already in March 2020 residents again received similar bills, and the then city authorities promised to resolve the problem through the courts. The author of the publication claims that his parents in April 2020 even paid all the charges for the “nonexistent services” in order to stop receiving the bills. However, the story continued after that. In September 2025 the residents formed an HOA (OSBB), and the building ceased to be serviced by KP «DEZ “Okean”». Despite this, in May 2026 people again began to receive bills from «Misto for People» demanding payment of alleged debts for “building management”.

He also questioned the housing management reform and accused the city authorities of inaction in protecting people from being charged nonexistent debts.

“How long will this continue? I understand everything: they wanted to bring a big company onto a tasty piece of communal payments. Fine, they brought it in, handed it over, everyone is very happy. Everyone has even forgotten how it happened. But is it possible to carry out your relentless and extremely useful reforms in a way that people do not suffer? So that nonexistent debts are not extorted from them? Are you even the authorities or what? Are you local self-government or the servants of collectors?” — the Mykolaiv resident exclaimed.
