14 million for "porridge in the rain": how a female official in the administration "covered up" a scandalous supplier

Mykolaiv-based company LLC «Prossecco 8», which became embroiled in a major scandal over delays in food deliveries and flagrant violations of food preparation standards for 27 Mykolaiv schools, likely has close ties to local officials. This was stated by Nikcenter. Journalists reported that the company’s official owner likely worked for the family of the head of the Inhul District Administration and city council deputy Hanna Remennikova, and that the company’s legal services were likely provided by the head of the legal department of the same administration.

Contract for 14.2 million and “porridge in the rain”

Recall that LLC «Prossecco 8» won a contract for catering services for part of Mykolaiv’s schools until the end of December 2025. The municipal enterprise responsible for school meals signed a contract with it for a total amount of about UAH 14.2 million.

However, the very first day of the new contractor’s work caused public outcry and anger among parents, who complained that children did not receive breakfasts or that food was delivered too late… The situation was further inflamed by a video released by journalists showing employees of «Prossecco 8» preparing porridge for children in a tent in the rain.

City hall and the private company then explained the situation as a “technical malfunction” and “staff shortage”. However, as it later emerged, the municipal production enterprise checked only the company’s documents before signing the contract, and not its actual capacities, which raises critical questions about the quality of management.

Shocking ties to the Inhul Administration

Journalists uncovered direct links between the scandalous firm and the leadership of the Inhul District:

1. Connection through the family: The owner of LLC «Prossecco 8», Iryna Stoyeva, previously worked as a manager at LLC «BBV 2021». The head of that company is Borys Berestnev — the son of the head of the Inhul District Administration Hanna Remennikova. Journalists also reported that food for pupils was prepared on the premises of the Remennikova family’s restaurant. Iryna Stoyeva insisted that it was only a rental of the premises.

2. Legal link: In March 2024 LLC «Prossecco 8» (previously called «Vipbauer») was re-registered to Iryna Stoyeva. Two months later, when winning an auction for the lease of a city administrative building, the company listed a contact number that likely belongs to the head of the legal support department of the Inhul District Administration, Anastasiia Korzhenko.

In the tags, the mobile number of Anastasiia Korzhenko is labeled, among other things, as «lawyer of the Inhul District Administration», «Prossecco LLC» and «Nastya lawyer Remennikova».

Serhii Markin and “shell companies”

The company’s founder deserves separate attention. LLC «Prossecco 8» was founded in 2023 by Serhii Markin — a Mykolaiv resident who is behind more than a hundred companies. As Nikcenter found out, Markin is involved in the mass creation and re-registration of shell companies used for dubious financial operations.

Markin’s services have been used by well-known figures such as developer Mykhailo Zhendubaev and beneficiaries associated with former MP Borys Kozyr.

Authorities’ reaction and criminal case

After the wide publicity and publication of shocking details:

• The Mayor of Mykolaiv, Oleksandr Senkevych, ordered the early termination of the contract with «Prossecco 8».
• Law enforcement opened a criminal case over possible misappropriation of property through abuse of office and violations of sanitary rules, confirming the severity of the situation.
