Ukraine raised the implementation of the Agreement with the EU to 84 percent
In 2025, 3 percentage points were added — the level rose from 81 to 84, confirming progress in meeting commitments
In 2025 Ukraine additionally fulfilled another 3% of the commitments under the Association Agreement with the European Union: the overall indicator rose from 81% to 84%, the Office of the Vice Prime Minister for European and Euro-Atlantic Integration of Ukraine reported.
The most notable shifts over the year were recorded in several areas, as reflected in the consolidated data of the relevant authorities.
- Financial sector — increase over the year 8%, overall progress — 82%.
- Social policy and labour relations — increase 7%, overall progress — 87%.
- Customs — increase 5%, overall progress — 96%.
- Agriculture — increase 5%, overall progress — 79%.
At the same time, the highest level of fulfillment of commitments was achieved in three areas: statistics and information exchange — 100%, education, training and youth — 99%, intellectual property — 98%.
In autumn 2023 Ukraine fully met four of the seven criteria that accompanied the granting of candidate country status for EU accession.
In December 2023 the leaders of the European Union at the summit in Brussels supported the European Commission’s recommendation to start accession negotiations with Ukraine. Then President Volodymyr Zelensky called the EU’s decision a victory for all of Europe.
In January 2024, as part of preparations for the start of the negotiation process, an inaugural meeting was held in Brussels dedicated to screening Ukrainian legislation for compliance with EU law.
In September 2025 Ukraine, together with the European Commission, moved on to screening meetings for the final negotiation cluster covering agriculture. EU Budget Commissioner Johannes Hahn then noted that Ukraine’s planned accession to the European Union could require increasing the Union’s budget by approximately 20%.
