More for Additional Years of Service: How the Pension Supplement Could Increase in 2027
The draft budget provides for an increase in the subsistence minimum to 2,878 hryvnias
Ukrainian pensioners may receive a higher supplement for insurance service beyond the required period in 2027. This is made possible by the planned increase in the subsistence minimum for people unable to work, which determines the maximum amount of this supplement. According to pfu.gov.ua.
A draft state budget for next year published on the Verkhovna Rada website proposes setting the subsistence minimum at 2,878 hryvnias. If approved, the maximum monthly supplement for each full year of service beyond the required period will be 28.78 hryvnias.

According to the Pension Fund of Ukraine, a pension is increased by 1% of its amount for each full year of insurance service beyond the established threshold. However, the supplement for each such year cannot exceed 1% of the subsistence minimum for people unable to work.
The threshold after which service is considered to be beyond the required period depends on the date a person retired:
- For those who retired after October 1, 2011 — more than 35 years of service for men and more than 30 years for women.
- For those who retired before that date — more than 25 years for men and more than 20 years for women.
In 2026, the subsistence minimum for people unable to work is 2,595 hryvnias. Therefore, the current maximum supplement for each full year of service beyond the required period is 25.95 hryvnias per month. If a pension exceeds the subsistence minimum, that minimum—not the pension amount—is used to calculate the supplement.
For example, a woman with a pension of 4,000 hryvnias and a total of 40 years of insurance service, against a threshold of 30 years, has 10 years of service beyond the required period. Calculated using the current subsistence minimum, her monthly supplement is 259.50 hryvnias. If the proposed increase is approved, under the same conditions she could receive a monthly supplement of up to 287.80 hryvnias.
The actual payment amount depends on the pension and the calculation rules applied to each individual. The figures proposed for next year are still preliminary, not guaranteed: before the state budget is adopted, the Verkhovna Rada may change the proposed amounts.
