The UN plans winter assistance for 2.1 million Ukrainians — from heating to cash payments
The plan covers displaced people and those who stayed at home
The UN plans to provide winter assistance to 2.1 million Ukrainians. The plan covers the period from October 26, 2026 to March 2027 and includes both support for people and work to keep critical systems operating.
The main priority is frontline areas: around 84% of the assistance is to go to residents of communities located within 50 km of the frontline. Those expected to receive assistance include nearly 430,000 internally displaced people and 1.7 million Ukrainians who have remained in their homes.
The plans were announced by Matthias Schmale, the UN Resident and Humanitarian Coordinator in Ukraine.
Several types of assistance are planned for people:
- heating support;
- home repairs;
- medical services;
- food;
- cash payments.
A separate area of support will focus on keeping heating, electricity and water supply systems, as well as sanitation infrastructure, operational.
The program will be implemented jointly with the following partners:
- State Emergency Service of Ukraine;
