Free apartment for deputy mayor: NACP draws up a protocol against Vitaliy Lukov over a gift
The apartment isn’t his, but the issue is already with the NACP: Mykolaiv deputy mayor faces a fine
The National Agency on Corruption Prevention (NACP) has drawn up an administrative protocol against Mykolaiv Deputy Mayor Vitalii Lukov over a possible violation of restrictions on receiving gifts. The case concerns the official’s free accommodation in an apartment owned by another person. The information was published on the NACP’s official website. The protocol is dated July 10, 2026. It was drawn up under Article 172-5 of the Code of Ukraine on Administrative Offenses, which provides for liability for violating statutory restrictions on receiving gifts. The article stipulates a fine of UAH 1,700 to 3,400, with confiscation of the gift. The case is to be heard by the Central District Court of Mykolaiv.
According to MykVisti, the protocol was drawn up because Lukov had been using an apartment owned by another person free of charge. Vitalii Lukov has listed the right to use this residence in his annual declarations since 2023. The NACP regarded this free accommodation as a gift. In his 2025 declaration, the deputy mayor reported a salary of more than UAH 1 million from his official position. He also received UAH 3,000 from a trade union and UAH 9,300 from the EcoClub public organization. These amounts were declared as additional benefits.
The official’s wife earned just over UAH 500,000 in 2025, working at two medical facilities in Voznesensk. It is not yet known what value the NACP assigned to the free use of the apartment when assessing the circumstances. The court will make the final decision on the administrative offense.
