So that winter doesn't catch us off guard again: the government has allocated hundreds of millions for the resilience of Mykolaiv region

For Mykolaiv Oblast, under the state program for implementing comprehensive regional resilience plans, significant funding was allocated for protecting critical infrastructure, ensuring stable heat supply operations, and developing distributed generation. The corresponding allocation was approved by the Cabinet of Ministers of Ukraine order dated August 17, 2026 No. 821-r.

Overall the government allocated UAH 35.2 billion among the regions and the Reconstruction Agency. The funds are intended for protecting critical infrastructure, reserve generation, and ensuring the stable operation of life-support systems amid Russian attacks. Directly for the regional budget of Mykolaiv Oblast, UAH 751,415,814 was allocated.

These funds are distributed across three areas:

• UAH 381,321,422 – protection, including engineering and technical measures, of critical infrastructure facilities, including life-support systems;
• UAH 363,110,212 – ensuring uninterrupted heat supply;
• UAH 6,984,180 – development of distributed generation of electrical and/or thermal energy.

At the same time, this is not all the funding provided for the oblast. In a separate annex to the government order, the Reconstruction Agency was allocated an additional UAH 385,024,000 specifically for protecting critical infrastructure facilities in Mykolaiv Oblast.

Thus, in total across the two lines for measures in Mykolaiv Oblast, UAH 1,136,439,814 is provided. Of this, UAH 751.4 million will go to the regional budget, and UAH 385 million will be distributed by the Reconstruction Agency, so these are different fund managers.

For communal property facilities in Mykolaiv Oblast, co-financing from local budgets of no less than 10% is also envisaged.

The funds are intended to help prepare the region’s critical infrastructure for possible new Russian attacks, ensure stable heating, and create additional reserve generation capacity ahead of the heating season.
