Zelensky put into effect the NSDC decision on preparing regions for winter and on officials' responsibility

Vitali Klitschko was specifically warned about his responsibility for the heating season in Kyiv

President of Ukraine Volodymyr Zelensky on August 31 signed a decree implementing the decision of the National Security and Defense Council of Ukraine regarding preparations of regions for the winter period.

The decision of the NSDC, adopted on August 5, is at issue. The document concerns the status of implementation of comprehensive resilience plans of certain regions, as well as the approval of a comprehensive resilience plan for the territorial community of the city of Kyiv.

The NSDC took note of government information on the implementation of the approved plans by regional military administrations and city mayors. The decision also assessed whether the necessary measures can be completed before the start of the heating season.

Officials of military administrations, city mayors, and heads of enterprises and institutions were warned about personal responsibility if the plans are not implemented or are implemented inadequately or with delay. They were instructed to promptly eliminate problems that could impede the stable course of the heating season.

As a separate point, the NSDC approved the comprehensive resilience plan of the territorial community of Kyiv. The Kyiv City State Administration, the mayor, the Kyiv City Council, ministries and other state bodies are responsible for its timely implementation.

At the same time, the decision specifically drew the attention of the Mayor of Kyiv Vitali Klitschko to personal responsibility for the preparation and stable passage of the 2026/2027 heating season in the capital.

“Draw the attention of the Mayor of Kyiv to personal responsibility for the preparation and stable passage of the 2026/2027 heating season in the city of Kyiv,” the document reads.

The Cabinet of Ministers was instructed to review the comprehensive resilience plans in light of which measures can realistically be completed before the start of the heating season.

Local authorities must form a fuel reserve for at least two weeks. It should primarily be used to ensure the uninterrupted operation of life-support facilities.

The decision also paid special attention to apartment buildings. Local authorities were instructed, together with homeowners’ associations (OSBB), managers and housing construction cooperatives, to increase the autonomy of such buildings, in particular by installing independent backup power systems.

At the same time, in Mykolaiv the majority of apartment buildings are still not ready for the heating season. As of August 12, readiness certificates were received by only 42 buildings.
