The State Bureau of Investigation, together with the General Staff of the Armed Forces of Ukraine, is conducting a large-scale special operation called “Honest Draft”. Investigative actions are taking place simultaneously in more than 100 territorial recruitment and social support centers of various levels.

Searches have covered most regions of Ukraine. Law enforcement is checking the work of officials and servicemen of the TCC, who may be suspected of involvement in corruption schemes and illegal treatment of conscripts.

Investigators have focused mainly on instances of facilitating evasion of mobilization for money. This concerns possible schemes by which conscripts could illegally avoid being drafted or resolve issues related to their military registration.

A separate direction of the special operation has been the verification of reports of abuse of office by TCC employees. In particular, law enforcement is investigating possible cases of beatings, torture, and the use of unlawful physical pressure against conscripts.

The State Bureau of Investigation emphasized that the “Honest Draft” operation is a comprehensive effort to cleanse the entire system of territorial recruitment centers, and not a law enforcement reaction to a single high-profile case.

As a result of the searches in various regions, arrests of suspects and the delivery of notices of suspicion are expected.

“For many at the TCCs today it has indeed been a ‘clean Thursday.’ As a result of the investigative actions, arrests and notices of suspicion of suspects in various regions of the country are expected,” the statement reads.
