Mykolaiv City Council exempted Nibulon from land tax until 2026
The benefit applies to the water area that Nibulon is actually not using at the moment
At the city council session on 30 June, Mykolaiv deputies approved granting a benefit to the company “Nibulon” — the enterprise was exempted from paying land tax until the end of 2026.
The initiative to bring the issue up for consideration was supported after an appeal from deputy and head of the Central District administration, Oleksandr Bereza, who had previously reviewed the financial calculations of the relevant department and urged taking into account the company’s contribution to the city’s development.
“In 2025 Nibulon paid 88 million to the city budget. Of that, 18 million was land tax, and 69 million was personal income tax. The company’s proposal today is that they are asking us for a land tax relief, but they propose to employ their workers from other branches in the newly created city of Mykolaiv. And thus, according to forecasts, in 2026 the city budget will receive 20 million hryvnias from personal income tax. And will lose 18 million. The city budget remains in surplus, plus the planned revenues that the enterprise brings to the budget,” said Oleksandr Bereza.
“The representatives there have changed, he wants to speak on behalf of the enterprise. There were also letters from the company ‘Nibulon’ with calculations, you can look at the figures, they are even larger than those cited by Bereza,” said Dmytro Falko.
After this, deputies agreed to include the issue in the agenda and moved on to consider the draft resolution.
Before the vote, Mayor Oleksandr Senkevych clarified that the relief concerns a water area that Nibulon is currently not actually using, and that the land tax exemption will be valid only until the end of 2026, after which the matter will be brought again for consideration by the council.
The decision was supported by the minimally required majority: 28 deputies voted “for”, and another 4 abstained.
It was previously reported that “Nibulon” is considering leaving Mykolaiv: Kim urged deputies to “swallow their pride” for the sake of 100 million for the city.
