The city council failed to act: the Prosecutor's Office recovered UAH 4.4 million from the owner of a shopping center for the land

More than 1 hectare of municipal land was used without paying proper rent

The owner of one of the operating public-commercial centers in Mykolaiv was ordered by a court to pay the city budget 4.4 million hryvnias in outstanding land-use fees.

About this 16 July 2026 reported the press service of the Mykolaiv Regional Prosecutor’s Office.

The District Prosecutor’s Office of the city of Mykolaiv found that the owner of the shopping center had not paid rent for a municipal land plot of more than 1 hectare. As a result, the city budget was short 4.4 million hryvnias.

The prosecutor’s office emphasized that it went to court to protect the interests of the territorial community due to the inaction of the Mykolaiv City Council, which did not take measures on its own to recover the debt.

During the court proceedings the owner of the shopping center voluntarily transferred 450 thousand hryvnias to the budget.

The remainder of the debt was ordered to be recovered by the Commercial Court of Mykolaiv Oblast. After the decision takes legal effect, the prosecutor’s office will take measures for its compulsory enforcement in full.

The prosecutor’s office did not disclose the name of the public-commercial center or its owner in the statement.

The prosecutor’s office noted that collecting land fees from unscrupulous land users and replenishing the budgets of territorial communities remains one of the priorities of the agency’s representative activities.
