TCC regarding a father from Kryvyi Rih: deferment not granted — no evidence he is the sole caregiver
The Ombudsman initiated a review of the legality of the mobilization and the circumstances of care for a five-year-old child
The Dnipropetrovsk Regional Territorial Center for Recruitment and Social Support explained the circumstances of the mobilization of a 34-year-old resident of Kryvyi Rih, after which, according to media reports, his 5-year-old daughter could have been left without a guardian; according to the agency, the man was declared fit for service, mobilized and is already in a military unit, and the comment was published on the institution’s official Facebook page.
The center noted that as early as 8 June the man, who did not have a legally registered deferment, was handed a summons requiring him to appear on 18 June at the Pokrovsko-Ternivskyi District Territorial Center for Recruitment and Social Support in Kryvyi Rih, but he did not appear on the specified date.
According to the center, only on 19 June, already after receiving the summons, via the Center for the Provision of Administrative Services he submitted an application for a deferment and attached the decision of the Saksahanskyi District Court of Kryvyi Rih dated 3 July 2025 on the dissolution of the marriage and the determination of the child’s place of residence with the father.
During verification of this decision through the Administrative Services Center, according to the agency, discrepancies were found: the official version of the document did not include a clause establishing the fact that the child was in the father’s care, so the commission refused to grant a deferment.
The center separately emphasized that a court decision on divorce and the determination of the child’s place of residence with the father by itself is not confirmation that the minor is being raised solely by the father.
“The mother, just like the father, can and must raise their joint child,” the Dnipropetrovsk Regional Center for Recruitment and Social Support stated.
The center also reported that on 29 June the man was brought to the center as a violator of military registration rules, where after undergoing a military-medical commission he was declared fit, mobilized and sent to a military unit for service.
Claims also spread on social networks that the girl’s mother is abroad, but there is no official confirmation of this information.
Earlier, the situation was responded to by the Verkhovna Rada Commissioner for Human Rights, Dmytro Lubynec: he instructed his representative in Dnipropetrovsk Oblast to check the legality of the mobilization and to find out under what circumstances the 5-year-old child was left without parental care. Earlier media reported that the man had applied twice for a deferment and received refusals, and after his mobilization the director of the kindergarten the girl attends temporarily took her in so the child would not be left without supervision.
