Officials' crypto holdings are growing: a record-holding deputy has a 100 BTC crypto portfolio worth UAH 278.8 million

Analysts' data: officials have already filed 2,861 declarations with digital assets

In 2025 Ukrainian officials filed 2 861 declarations in which they reported cryptocurrency. This is 16% more than in 2024. In total, last year declarants submitted 654 159 declarations. These data were published on 17 June 2026 based on an analysis of the Unified State Register of Declarations of Ukraine.

The number of declarations with cryptocurrency has been steadily increasing for several years. In 2021 there were 961 such declarations, in 20221 481, in 20231 921, in 20242 468, and in 2025 – already 2 861. It is separately noted that 265 declarations with cryptocurrency were submitted late – after 1 April 2026.

Cryptocurrency was most often declared by representatives of the National Police. They filed 548 such declarations, which is 19.2% of all cases. In second place were prosecutors with 358 declarations, or 12.5%. Next are servicemen of the Armed Forces of Ukraine – 240 declarations, or 8.4%. Representatives of the judicial system also actively declared cryptocurrency – 223 declarations, or 7.8%, and city council employees – 198 declarations, or 6.9%. Among other categories of declarants: State Emergency Service employees – 107 declarations, representatives of the State Bureau of Economic Security and the State Bureau of Investigation – also 107, regional council employees – 94, tax service – 92. Another 894 declarations fall into other categories of officials.

Among members of the Verkhovna Rada, 16 out of 391 deputies declared cryptocurrency, i.e. about 4% of parliamentarians.

The largest crypto portfolio among deputies was declared by the Chairman of the Verkhovna Rada Committee on Environmental Policy and Nature Management, Oleh Bondarenko. He reported 80 BTC, valued at approximately 223 mln UAH.

By region, the largest number of declarations with cryptocurrency were filed in Kyiv820 declarations.

The largest Bitcoin portfolio among officials was declared by a deputy of the Khmelnytskyi District Council, Oleksandr Kizlyar. He reported 100 BTC, which as of 10 June 2026 is valued at 278.8 mln UAH. Second by declared Bitcoin volume was Verkhovna Rada deputy Oleh Bondarenko with 80 BTC worth about 223 mln UAH. In third place is a representative of the Department of Improvement and Infrastructure of the Dnipro City Council, Kristina Pavlova, who declared 20 BTC totaling over 55.7 mln UAH.

In the Ethereum holders ranking, Oleksandr Kizlyar also leads. He declared 1 000 ETH worth almost 74 mln UAH. In second place is Kristina Pavlova with 130 ETH, valued at 9.6 mln UAH. The third position was taken by a representative of the Kyiv City Prosecutor’s Office, Iryna Sukhovetruk, who declared 100 ETH worth about 7.4 mln UAH.

The largest volumes of USDT were declared by the Chair of the Zakarpattia Appellate Court, Hanna Fazykosh. Her declaration shows over 1,019 mln USDT, equivalent to almost 46 mln UAH. Second among USDT holders was a deputy of the Odesa District Council, Pavlo Shandra, with 719k USDT worth over 32.4 mln UAH. Third was the director of the Kyiv Research Institute of Forensic Examinations, Maksym Kyselov, who declared 647k USDT valued at over 29.1 mln UAH.

It is also noted that 6 declarations for 2025 that contained data on cryptocurrency were closed to public access.
