While the investigation continues: suspected officials from the Mykolaiv region are declaring millions and luxury cars
Million-dollar incomes, Porsche, Toyota, BMW and new real estate
Despite criminal proceedings, court hearings, suspicions and searches, some officials and heads of municipal enterprises of the Mykolaiv region continue to declare significant incomes, buy expensive property and hold substantial savings.
This conclusion was reached by journalists from Nikcenter, after analyzing the declarations of the figures in the region’s most high-profile corruption cases.
One of the most illustrative examples was the family of the mayor of Bashtanka, Олександр Береговий, who in August 2025 was notified of suspicion of embezzling budget funds during the procurement of military uniforms and footwear. According to the declaration, his family’s total income for 2025 reached almost 7 million hryvnias. The official’s wife purchased a non-residential premises in Pervomaisk worth 2 million hryvnias, and also declared 5.8 million hryvnias in income from entrepreneurial activity.
Another subject of the journalistic investigation was the director of the municipal specialized installation and operation enterprise, Григорій Патока, who is suspected of embezzling funds during the procurement of traffic lights. According to the declaration, his wife purchased a Toyota Camry 2023 for 868,000 hryvnias, although journalists note that the market value of such a car may be significantly higher. The official himself declared more than 1.1 million hryvnias in salary for the year.
The piece also mentions the director of the municipal enterprise “Cost-accounting division for construction mechanization”, Олександр Урсолов, who is involved in a case concerning the procurement of LED luminaires with alleged budget losses of over 6 million hryvnias. In his declaration he indicated a $15,000 loan, but did not disclose the details of this financial obligation.
A figure in the criminal proceedings is also the head of the Berezanka settlement council, Валерій Хоміцький, who is suspected of embezzling funds during the purchase of generators. At the same time, his wife in 2025 became the owner of a 2024 Volkswagen T‑Roc, the market value of which is estimated at approximately 1 million hryvnias.
The head of the Domanivka settlement, Віктор Власюк, who is accused of embezzling budget funds and official forgery, was also among the subjects of the investigation. According to the declaration, his family uses a 2012 Porsche Cayenne, the market price of which may be around 1 million hryvnias.
Journalists paid special attention to the head of the Department for Physical Culture and Sports of the Mykolaiv City Council, Ірина Бондаренко, who is involved in a case regarding possible fictitious employment. Despite a total family income of more than 1.6 million hryvnias, the couple’s declaration does not indicate any cash savings.
Among the analyzed officials is also the mayor of Pervomaisk, Олег Демченко, who was previously accused of declaring false information. In 2025 he declared 1.3 million hryvnias in salary and over 336,000 hryvnias in pension payments. His family’s total income exceeded 2 million hryvnias, and their assets include several apartments, a house, plots of land and commercial real estate.
Also listed is the director of the municipal enterprise for organizing food services, Петро Вашеняк, who is a figure in the high-profile school catering case. In the declaration his wife reported the purchase of a 2008 BMW X5 for only 100,000 hryvnias, although journalists note that the market value of such a vehicle starts at approximately 500,000 hryvnias.
At the same time, journalists emphasize that the existence of a criminal proceeding or a notification of suspicion does not mean that a person’s guilt has been proven. According to Article 62 of the Constitution of Ukraine, a person is considered innocent until their guilt is proven by a final court verdict that has entered into legal force.
