The EU announced the final conditions for Ukraine's accession across three clusters

Kyiv has received a list of requirements for the final areas, which brings the country closer to moving on to the next stage of membership negotiations

Ukraine has received from the European Union the final accession conditions for the three concluding negotiation clusters, Prime Minister Yuliia Svyrydenko said, noting that the documents were received today by the Ukrainian delegation in Brussels.

These are clusters No.3 “Competitiveness and Inclusive Development”, No.4 “Green Agenda and Sustainable Connectivity” and No.5 “Resources, Agriculture and Cohesion Policy”.

Svyrydenko stressed that the EU has delivered the final set of benchmarks for these three areas.

“Today the Ukrainian delegation in Brussels received from the European Union the conditions for accession for the final three negotiating clusters,” she said.

According to the prime minister, for the first time Ukraine has the full list of accession conditions: in December 2025 Kyiv already received benchmarks for clusters No.1 “Fundamentals of the EU accession process”, No.2 “Internal Market” and No.6 “External Relations”.

The head of government outlined the immediate tasks after receiving the package of conditions.

“We are confidently moving along the chosen European integration path. The next steps are the successful closure of the clusters and the signing of the accession treaty,” the prime minister added.

The Cabinet of Ministers will continue implementing the necessary reforms and will regularly report to the EU on the fulfilment of the requirements.

The negotiation framework itself consists of 35 chapters, of which 33 are grouped into 6 thematic clusters; for each block the European Commission checks the degree of compliance of Ukrainian legislation with the EU acquis.
