A new Ukrainian weapon has reached Moscow: an oil refinery caught fire, and Zelensky called it “Pelican” for the first time

On the night of 20 September 2026, the Defense Forces of Ukraine struck the Moscow oil refinery in the Kapotnya area, where a large-scale fire broke out after the attack. President Volodymyr Zelensky reported that during the strikes on the Moscow region, among the Ukrainian long-range systems used was Pelican. It likely refers to the new ballistic missile FP-7 “Pelican” by the Ukrainian company Fire Point.

The results of the strike were reported by the General Staff of the Armed Forces of Ukraine and the President of Ukraine. According to the General Staff, the Defense Forces hit “Gazpromneft-Moskovsky Refinery” in Kapotnya. A large-scale fire was recorded on the plant’s premises. As a result of the attack, according to Ukrainian command, the AVT-6 primary processing unit, the integrated oil refining unit and the isomerization unit were damaged.

The Moscow refinery is one of Russia’s largest oil-refining enterprises. Its capacity is about 12 million tons of oil per year. The plant produces gasoline, diesel and aviation fuel, fuel oil and other petroleum products. The General Staff stated that the enterprise is also involved in meeting the needs of the Russian armed forces.

Later Volodymyr Zelensky confirmed strikes on the oil enterprise and a logistics facility in the Moscow region.

According to him, the operation employed a number of Ukrainian long-range systems at once – FP-1, RZ-100, MICH-2000, “Palyanytsia”, Vendetta, “Lyutyi”, “Bars”, “Flamingo”, “Sichen” and Pelican.

“These are billions of dollars that support the war machine,” the president said.

He thanked the SBU, the Unmanned Systems Forces, the Special Operations Forces, the GUR and the Foreign Intelligence Service for the operation.

Particular attention was drawn to Zelensky’s mention of Pelican. In open sources this name is used for the Ukrainian ballistic missile FP-7, which is being developed by the company Fire Point.

As early as August, Fire Point’s director Iryna Terekh reported that FP-7 is undergoing final tests and certification, and its first combat use is expected at the end of September. As of mid-September there was no public confirmation of FP-7’s combat use. Therefore, the president’s mention of Pelican after the night strike may indicate the first publicly confirmed use of this system in a combat operation, although there is not yet an official clarification that the Pelican in Zelensky’s statement is specifically the FP-7.

According to previously published Fire Point specifications, FP-7 is a solid-fuel short-range ballistic missile. Various public statements by the developer indicated a range of over 200 km or up to approximately 300 km depending on configuration, and a warhead mass of up to 150 kg. Maximum speed was estimated at approximately 1500 m/s.

The FP-7 design was developed using the know-how of the Soviet surface-to-air missile 48N6, which is used in the S-300 and S-400 family systems. However, this is not a simple conversion of an old missile: the developers have claimed a proprietary composite body, new electronics, a control system and a solid-fuel engine.
