Fedorov moved into first place in the balance of trust among Ukrainians: Zelensky is fourth in the ranking

Mykhailo Fedorov received the best trust-distrust balance among 10 public figures evaluated by Ukrainians in a survey by the Kyiv International Institute of Sociology. He is trusted by 63% of respondents, distrusted by only 16%, and the balance is +46 percentage points.

Between July 16 and 31, 2026, the Kyiv International Institute of Sociology (KIIS) conducted a nationwide public opinion survey. The survey was carried out using a mixed-mode method: half of the respondents were interviewed by computer-assisted telephone interviews (CATI), and the other half by face-to-face interviews using tablets.

According to the survey, the largest share of trust belongs to Valerii Zaluzhnyi – 66%, however due to a higher level of distrust his balance is lower than that of Mykhailo Fedorov.

These are the results the Kyiv International Institute of Sociology obtained during the survey conducted from July 16 to 31, 2026. The study was conducted using a mixed method: some respondents were interviewed by phone, others online.

By the direct share of those who trust public figures, the top position was taken by the former Commander-in-Chief of the Armed Forces of Ukraine and Ukraine’s ambassador to the United Kingdom, Valerii Zaluzhnyi. He is trusted by 66% of respondents, distrusted by 24%, and the trust-distrust balance is +42 points.

In second place by level of trust is Mykhailo Fedorov with 63%. At the same time, he became the leader by balance: only 16% of respondents expressed distrust in him, so the final indicator is +46 points – the best result among all persons presented in this ranking.

Third in terms of trust is the Head of the Presidential Office, Kyrylo Budanov: 61% of Ukrainians trust him, 22% do not. The balance is +39 points.

President of Ukraine Volodymyr Zelensky ended up in fourth place: 56% of respondents trust him, while 38% do not. Thus, the President’s trust-distrust balance is +18 points.

Next is the mayor of Kharkiv, Ihor Terekhov. He is trusted by 47% of respondents, distrusted by 19%. At the same time, 23% of respondents said they do not know this politician.

The Commander of the Third Army Corps, Andrii Biletskyi, is trusted by 37% of Ukrainians, distrusted by 13%. At the same time his recognition remains significantly lower: 40% of survey participants reported that they do not know him.

Thus, the ranking demonstrates an important difference between the absolute level of trust and its balance. Valerii Zaluzhnyi has the most respondents who trust him – 66%, but Mykhailo Fedorov has significantly fewer who express distrust – only 16%. It is thanks to this that Fedorov, with a figure of +46 points, takes first place in the trust-distrust balance.

For the rest of the public figures presented in this list, the balance turned out to be negative – that is, the share of those who do not trust them exceeds the number who do. This group includes public figure Serhii Prytula, members of parliament Dmytro Razumkov and Oleksii Honcharenko, as well as the fifth President of Ukraine Petro Poroshenko.

The worst result among the 10 people was received by Petro Poroshenko. Only 20% of respondents trust him, while 76% declared distrust. His balance is -56 percentage points.

Sociologists separately noted the dynamics of attitudes toward Mykhailo Fedorov. Compared to the previous wave of the study, his trust indicators have noticeably improved. Thus, Fedorov not only found himself among the top three by overall share of trust, but also became first by the ratio of positive to negative assessments.
