Up to 460,000 hryvnias per month: the Cabinet of Ministers published a resolution on new payments to military personnel
Resolution No. 768 has been published, changing the approach to payments
The Cabinet of Ministers of Ukraine published resolution No.768 dated 12 June 2026, which introduces an experimental project on additional incentive payments for certain categories of servicemen and special-purpose police officers.
The document also establishes features of serving under a contract during martial law for citizens of Ukraine, foreigners and stateless persons in the Armed Forces of Ukraine, the intelligence body of the Ministry of Defense, the State Special Transport Service, the National Guard, the State Border Guard Service, the SBU, the Foreign Intelligence Service and the State Special Communications Service.
The experimental project will last for two years from the day following the resolution’s entry into force. The coordinator is designated as the Ministry of Defense of Ukraine.
Importantly, the resolution does not mean an automatic identical increase in monetary allowance for all service members. It concerns a system of additional payments that depend on place of service, the nature of tasks, participation in combat operations and the level of risk.
One of the key points – an additional reward of up to 100,000 hryvnias per month. It will be paid proportionally to the time servicemen or police officers participate in combat operations or measures necessary to defend Ukraine from the armed aggression of the Russian Federation.
A separate one-time reward is provided for performing combat or special tasks. In particular, 170,000 hryvnias calculated per month may be paid proportionally to the time spent carrying out tasks on the line of combat contact, on territory of Ukraine temporarily occupied by Russia, between the positions of the Defense Forces and the aggressor state’s forces, as well as on the territory of the aggressor state.
Another 70,000 hryvnias calculated per month is provided for performing combat or special tasks at a distance up to and including a company strongpoint.
The resolution also provides separate daily payments for assault actions. For conducting an assault during the restoration of positions, buildings or structures captured by enemy infiltrating groups deep in the defenses of Ukrainian units, 20,000 hryvnias per day is established.
For assault actions during the capture of positions, buildings or structures directly on the line of combat contact or in the depth of the enemy’s defense, 40,000 hryvnias per day is provided.
A separate payment is established for taking an enemy serviceman prisoner – 100,000 hryvnias for each prisoner taken. This amount is to be distributed proportionally among the servicemen or police officers who directly participated in the capture.
Also provided is 15,000 hryvnias for the destruction of enemy personnel in small-arms or hand-to-hand combat. The resolution specifically states that such a payment is possible subject to confirmation by appropriate video recording.
For servicemen who perform combat or special tasks at command posts of military command bodies, brigades, centers, regiments, battalions and other units, an additional reward of 50,000 hryvnias per month is provided proportionally to the time spent performing such tasks.
For instructor personnel in military units, a supplement of from 15,000 to 30,000 hryvnias per month is established. Other servicemen who do not fall into the previous categories may receive an additional reward of 10,000 hryvnias per month.
At the same time, the government has set an upper limit: the total amount of these payments may not exceed 460,000 hryvnias per month for one serviceman or police officer.
If a serviceman or police officer is simultaneously entitled to several types of additional rewards, the payment will be made under the condition that provides the larger amount. That is, double accrual for the same periods or circumstances is not envisaged.
Another important provision concerns rest after combat tasks. Servicemen, after performing combat or special tasks on the line of combat contact, may be granted rest at the rate of 1 day of rest for every 2 days of performing such tasks. This decision will be made by the commander of the military unit taking into account the operational situation.
Separately, the resolution provides guarantees for conscription-liable persons who served under a contract for a period of at least 1 year after the introduction of martial law. If after the resolution’s entry into force they are discharged due to contract expiration, family circumstances or other valid reasons, they will not be called up during mobilization for 6 months from the date of discharge.
Additionally, this period is increased by 1 month for every 30 days of direct participation in combat operations.
Another provision concerns conscription-liable persons who will be discharged from service within the terms determined by a decree of the President of Ukraine or a decision of the Supreme Commander-in-Chief. They will not be subject to mobilization call-ups for 3 years from the date of discharge.
The resolution enters into force on the day of its publication. At the same time, the provisions regarding payments apply from 1 June 2026.
The document also notes that the payments provided for by this resolution are not taken into account when assigning and recalculating pensions in accordance with the law on pension provision for persons discharged from military service.
Against the backdrop of the war that Ukraine is waging against Russian aggression, the new payment system is intended to be an attempt to make service more motivating and tied to real risk.
