President Volodymyr Zelensky announced the start of a reform of the Armed Forces of Ukraine, which is to begin as early as June, and its key elements include increasing pay and benefits, the introduction of new contracts, and a gradual demobilization.

According to the plan, the main directions of the reform were agreed in April, in May the decisions are being detailed, and the first results, notably regarding the financial provision of the military, are expected already in June.

The payment system is to become fair: larger sums are planned for those who carry out combat missions on the front line, have the appropriate experience and demonstrate effectiveness, while the minimum level for rear (support) positions will be no less than 30,000 hryvnias, and payments for combat units will be many times higher.

Particular attention is paid to the infantry: special contracts for infantry soldiers are being introduced with payments in the range of 250–400 thousand hryvnias depending on the performance of combat missions.

The strengthening of the contract component of service is envisaged, which will allow clear service terms to be set and to begin a phased demobilization this year of servicemembers who were previously mobilized.

The reform also changes approaches to unit staffing and personnel management, and during the refinement of details the military command and the Ministry of Defense must take into account proposals from combat commanders.
