Three TCC officials listed 276 fictitious mobilized people in reports — some of them were deceased

Using the «Oberih» registry and personal e-keys, they forged nominal lists of those «sent to units» to carry out plans; similar schemes are being investigated nationwide

Law enforcement officers uncovered a scheme of fictitious mobilization in which, according to the investigation, 3 officials of territorial recruitment centers in Zakarpattia and Lviv regions were involved: 276 “conscripts” were illegally entered into the reports, Prosecutor General Ruslan Kravchenko reported.

The investigation established that TCC employees used access to the state registry “Oberih” and, using their own electronic keys, entered false information into the system about allegedly mobilized citizens.

The fabricated lists included deceased persons, convicted individuals, citizens entitled to deferment, servicemen who were already in service, cadets of military higher education institutions, as well as men who were not subject to mobilization due to age.

In addition to manipulating the registry, the officials produced forged nominal lists of persons liable for military service allegedly sent to military units. These documents were intended solely to artificially improve the performance indicators of mobilization plans, since the listed individuals were not actually mobilized.

In Zakarpattia region, the head of the Mukachevo RTC, a 49-year-old colonel, fictitiously “mobilized” 162 people during the January–March 2026 period. His deputy, a 37-year-old major, during the same time reported another 108 non-existent “conscripts”.

In Lviv region another episode was documented: in the Zolochiv RTC the acting head “called up” 6 people who were already serving under contract in units of the National Guard and other military formations.

All three officials have been notified of suspicion. The court imposed preventive measures in the form of detention with the right to bail.

  • for the colonel — 3.9 million UAH;
  • for the major — 3.3 million UAH;
  • for the lieutenant colonel from Lviv region — 121.1 thousand UAH.

Investigative actions are ongoing; law enforcement is checking for the possible existence of similar schemes in other regions of Ukraine.
