Mykolaiv asks the state for UAH 819.1 million for the community's urgent needs

2 October 2026 Mykolaiv City Council adopted an appeal to the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine regarding an additional subsidy from the state budget. For the urgent needs of the community the city is requesting UAH 819.1 million. This is currently a decision to seek financial assistance, not funds already allocated.

In the appeal the deputies explain: frontline Mykolaiv suffered large-scale destruction due to the war, and the city’s economic capacity has significantly decreased. Budget revenues also depend on legislative changes, in particular the removal from local budgets of the “military” personal income tax (PIT). Because of this, in 2026 the city budget may miss out on approximately UAH 3 billion.

State financial support is needed, in particular, for the following needs:

• ensuring the operation of housing and communal services;
• maintenance of social-sector facilities and critical infrastructure;
• implementation of state social guarantees.
