Funding for the protection of the energy sector has been postponed to December

About UAH 39 billion in capital expenditures were postponed until the end of the year

The Ministry of Finance of Ukraine has postponed to December part of the capital expenditures that were planned to be financed in September — November. The decision concerns, in particular, the protection of energy infrastructure and preparations for the winter period.

On the change to the state budget schedule, the head of the Verkhovna Rada Committee on Budget Issues, Roksolana Pidlas, spoke in the podcast “Chronicles of the Economy”. Expenditures were postponed to the end of the year in several areas:

  • construction and reconstruction of hospitals;
  • equipping shelters in schools and medical facilities;
  • protection of energy facilities;
  • construction of social housing.

In total, about UAH 39 billion were deferred from September to December. According to Roksolana Pidlas, for capital projects this may mean a de facto loss of the ability to use the funds before the end of the year: completing planned works and making all payments during December will be difficult.

One of the reasons for the financing problems, the head of the budget committee said, was the delay in international assistance. In 2026 Ukraine expected to attract about USD 50.8 billion in international financing, but as of mid-September approximately USD 21 billion had arrived. Meanwhile, social payments and salaries for public-sector employees continue to be funded.
