In Mykolaiv, the head of a medical facility sold usable plasma at the price of unusable plasma

In Mykolaiv, the head of one of the municipal medical institutions sold to a private company more than 2,000 doses of freshly frozen plasma, registering it as unfit for clinical use. In fact, the plasma had been collected less than 12 months before the sale. As a result, the municipal enterprise suffered losses of more than 2.2 million hryvnias.

According to the investigation, the official knew that the necessary quantity of plasma obtained from a unit of whole blood and declared unfit for clinical use for the benefit of others did not exist. At the same time, he concluded a contract and ensured the formation of a batch from another blood component for further supply.

The batch included and was shipped to the private company more than 2,000 doses with a total volume of more than 661 liters. It was sold at the price provided for plasma that had already become unfit after the expiration of the established shelf life, although in fact less than 12 months had passed since collection.

The illegal actions of the head were exposed by investigators of the Mykolaiv District Police Department with operational support from officers of the regional department of the Security Service of Ukraine and procedural supervision by the Mykolaiv District Prosecutor’s Office.

During sanctioned searches at the official’s workplace and place of residence, police seized equipment, administrative documentation and other material evidence.

Investigators notified the suspect of suspicion under Part 5 of Article 191 of the Criminal Code of Ukraine — for embezzlement of another’s property by abusing official position, committed under martial law and on a particularly large scale.

The suspect faces up to 12 years of imprisonment with deprivation of the right to hold certain positions or engage in certain activities for up to 3 years, as well as confiscation of property. The pre-trial investigation continues.
