Loud music ended in gunfire: in Mykolaiv a man fired at a passing woman

2 August at about 18:50 in the Lisky neighborhood in Mykolaiv a man started a conflict with a passerby over loud music, sprayed a gas canister toward her and fired a shot from a Flobert cartridge pistol. The woman sustained injuries — bruises on her back.

Operators of the emergency line 102 received reports about an unknown man with a weapon who was arguing with passersby and firing shots. A crime-scene response team, officers from the Mykolaiv District Police Department and detectives from the regional criminal investigation department arrived at the scene.

According to the police, a 41-year-old local resident, together with her mother and an underage child, was walking along Kyivska Street and made a remark to the man about the excessively loud music he had turned on while on his motorcycle. In response, the man, who, the law enforcement officers say, was intoxicated, began using obscene language, sprayed a gas canister toward the woman and fired a shot at her. After that he fired several more shots into the air.

His actions were stopped by two men who were nearby. Witnesses disarmed him and threw the weapon away, after which the man got on his motorcycle and left. Near the scene officers found and seized a Flobert cartridge pistol, which was sent for expert examination.

Using recordings from the CCTV system «Safe City», police identified the man and determined his location. He turned out to be a 29-year-old Mykolaiv resident who, according to law enforcement, had repeatedly come to their attention.

Investigators detained the suspect in accordance with Article 208 of the Criminal Procedure Code of Ukraine. During the medical/alcohol examination he was found to have 0.36 per mille of alcohol.

Under the procedural guidance of the Mykolaiv City District Prosecutor’s Office, the detainee was notified of suspicion under part 4 of article 296 of the Criminal Code of Ukraine — hooliganism committed with the use of a weapon. The article’s sanction provides for up to seven years of imprisonment.

The court is expected to set a preventive measure for the suspect in the near future. The pre-trial investigation is ongoing — law enforcement officers are establishing all circumstances and participants of the incident.
