Mykolaiv will allocate UAH 60 million from the municipal enterprise’s guarantee reserve for meals in kindergartens
Funds are temporarily taken from the reserve for loans to 'Mykolaivvodokanal' and 'Mykolaivelektrotrans'; the decision still needs to be approved by the city council
July 8 the executive committee of Mykolaiv approved a draft decision that will help prevent interruptions in meals for children in city kindergartens, and the final decision must be adopted by the city council session at the next meeting.
Support for the draft is reported by the Mykolaiv City Council, noting that the issue will be submitted to deputies for consideration to approve the necessary changes.
Mayor O. Senkevych initiated the temporary allocation of 60 million UAH from the guarantee reserve to provide meals in preschool institutions and educational complexes, to avoid a suspension of services until proper funding is restored.
Head of the Education Department H. Lychko explained that the funding shortfall arose due to the specifics of state transfers: the educational subsidy is allowed to be used only for feeding schoolchildren, not kindergarten pupils.
“The city twice appealed to the Verkhovna Rada and the Cabinet asking to provide funding for feeding children in kindergartens, but current legislation does not allow this,” — said O. Senkevych.
According to the head of the Finance Department V. Sviatelik, funds are proposed to be temporarily drawn from the guarantee reserve formed to fulfill the loan obligations of communal enterprises, in particular the programs of the municipal enterprises “Mykolaivvodokanal” and “Mykolaivelektrotrans”, and after funding stabilizes to return them to the reserve.
The education department added that already during the formation of the budget for 2026 the city warned the government about the lack of resources for feeding in kindergartens; however, thanks to internal reallocations they managed to extend the current catering contract and hold a tender for a new contract.
At the next session deputies will consider the proposal to allocate 60 million UAH, which, according to calculations, will be sufficient until the end of October provided that the number of pupils and children from privileged categories does not increase.
