Inspection of shelters in Mykolaiv: dampness and dirt, no ramps or fire extinguishers, signs without assigned responsible persons
Some of the shelters are already equipped with ventilation, lighting, and restrooms; the ombudsman will send recommendations to the facility managers and asks that any access problems be reported
In Mykolaiv, a monitoring of the simplest civil defense shelters was carried out, during which a number of shortcomings were identified; the results were reported to the Office of the Commissioner of the Verkhovna Rada of Ukraine for Human Rights in the Kherson and Mykolaiv regions.
The inspection aimed to assess the readiness of the shelters for their intended use, their accessibility to the public, and the presence of minimum conditions for people to stay during an air raid alert.
Experts recorded that some shelters have basic conditions: ventilation works, there is lighting, seating areas are arranged, and sanitary facilities are available.
At the same time, marking violations were found: information signs do not indicate the managing entities and responsible persons, which complicates operational communication and control over the condition of the facilities.
Significant remarks concern inclusivity and safety: shelters do not provide conditions for people with reduced mobility, ramps and steps are absent, increased humidity and unsatisfactory sanitary conditions are recorded, and there is a lack of firefighting equipment and necessary inventory.
After the monitoring, recommendations will be prepared for the managing entities and responsible persons on bringing the shelters into proper technical and sanitary condition and providing them with the necessary material and technical resources.
The agency also reminded that in case of problems accessing shelters or complaints about their condition, citizens can contact the Commissioner of the Verkhovna Rada of Ukraine for Human Rights.
