Police crack down on medical schemes across Ukraine: dozens of raids over frauds worth hundreds of millions
Fictitious services and large sums of money: what the police are looking for in hospitals
Law enforcement officers are documenting large-scale schemes to embezzle budget funds that were supposed to be allocated for treating Ukrainians under the medical guarantees program. This was reported on March 20 2026 by the National Police of Ukraine. According to the investigation, it concerns the registration of non-existent medical services and manipulation of information in the electronic health care system. Preliminary estimates indicate the damage to the state may reach hundreds of millions of hryvnias. The National Police is conducting 70 searches in medical facilities across Ukraine.
The investigation is being carried out by investigators of the Main Investigative Department of the National Police together with operatives of the Department of Strategic Investigations and territorial units in the regions. Prosecutor’s offices are also involved, and the work is being conducted with the assistance of the Ministry of Health and the National Health Service of Ukraine. Law enforcement officers are collecting evidence, documenting unlawful activity, and identifying all persons involved in the schemes. According to media reports, a search is also currently underway in the Korabelnyi District of Mykolaiv.
A pre-trial investigation has been opened under a number of articles of the Criminal Code of Ukraine, including Art. 191, Art. 364, Art. 366, Art. 362, Art. 367 and Art. 209. It concerns embezzlement and misappropriation of property, abuse of official position, official forgery, interference with the operation of automated systems, official negligence, and laundering of proceeds obtained by criminal means. The maximum penalty under these articles is up to 12 years of imprisonment with confiscation of property.
Active investigative actions are currently ongoing. The police note that additional details about the uncovered schemes and suspected persons will be made public later.
