Former head of the Mykolaiv City Council’s Department of Physical Culture and Sports Oleh Valeriiovych Mashkin was punished by the courts twice for refusing to take a test for alcohol intoxication. In 2021, he caused a road accident, left the scene, and, after being pursued by patrol officers, refused an alcohol test. During the full-scale war, on March 25, 2023, he was stopped again while driving a Toyota RAV4, with police recording signs of intoxication. He refused to take a test again.

In two rulings, the courts imposed a fine of UAH 17,000 each and a one-year driving ban each. This is confirmed by the records in case No. 490/5039/21 from 2021 and case No. 489/1405/23 from 2023. The participant’s name in the latter case is also listed in the official case tracking record: Mashkin Oleh Valeriiovych.

2021: Collision with a Daewoo Lanos and leaving the scene

According to the ruling issued by the Central District Court of Mykolaiv on October 28, 2021, the accident occurred on June 11, 2021, at about 11:45 at the intersection of Inzhenerna and Nikolska streets.

The Toyota RAV4 driver was traveling along Inzhenerna Street, which was a minor road at that intersection, and failed to yield to a Daewoo Lanos traveling on the main road. The Daewoo driver tried to avoid the collision, but the vehicles collided and sustained mechanical damage.

After the crash, the Toyota driver did not stop and drove away from the scene. The Daewoo driver’s written statement said that a patrol car traveling behind them began pursuing the Toyota. The Toyota RAV4’s license plate fell off during the collision and was left at the scene.

The Toyota was later stopped on Spaska Street near building No. 45-A. While speaking with the driver, patrol officers noted an odor of alcohol on his breath, pronounced trembling of his fingers, and impaired speech.

He refused both the “Drager” test and a hospital examination

Law enforcement officers offered the driver a roadside test using a “Drager” breathalyzer, but he refused. He also refused the proposed examination at a medical facility. His refusal was recorded on a patrol officer’s body camera.

Police drew up three administrative reports: under Article 124 of the Code of Ukraine on Administrative Offenses (causing damage to vehicles as a result of violating traffic rules), Article 122-4 (leaving the scene of a road accident), and Part 1 of Article 130 (refusing an examination for intoxication).

The driver did not appear at the court hearing, but submitted statements dated October 12, 2021, in which he agreed with the circumstances of the offenses as presented and asked the court to consider the case materials in his absence.

The court examined the reports, the accident diagram, the participants’ written statements, and footage from the police officer’s body camera. Judge Ivan Dirko found the driver guilty under all three articles and imposed a UAH 17,000 fine, a one-year driving ban, and UAH 475.80 in court fees.

The ruling specifically took into account the dangerous nature of the driver’s actions: causing the accident, leaving the scene, being pursued by police, and subsequently refusing a lawful examination.

2023: Back behind the wheel of a Toyota RAV4 showing signs of intoxication during the war

The first fine and driving ban were not the former head of the city’s sports department’s last punishment. On March 25, 2023, during Russia’s full-scale invasion, patrol officers stopped his Toyota RAV4 at about 10:20 at 1/1 Myru Avenue in Mykolaiv.

According to the ruling issued by the Leninskyi District Court of Mykolaiv on June 12, 2023, police noticed that the driver had an odor of alcohol on his breath, pronounced trembling of his fingers, and a marked change in the color of his facial skin. He again refused to undergo an alcohol intoxication test in the manner prescribed by law.

The court examined the video recording and the administrative case materials. The driver did not attend the court hearings, although he was summoned twice. Judge Hennadii Kostiuchenko found a violation of Part 1 of Article 130 of the Code of Ukraine on Administrative Offenses proven and imposed a UAH 17,000 fine and a one-year ban on driving vehicles. The court also ordered him to pay UAH 536.80 in court fees.

The official case status record lists case No. 489/1405/23, proceedings No. 3/489/855/23, and the person held administratively liable as Mashkin Oleh Valeriiovych. The record also shows that the case entered the enforcement stage on June 22, 2023. This indicates procedural progress in the case, but does not in itself confirm that the fine was actually paid.

Still working in municipal sports after two court punishments

Oleh Mashkin is a former head of the Mykolaiv City Council’s Department of Physical Culture and Sports and a Merited Master of Sports of Ukraine in boxing. He left the department in March 2021, before the first recorded incident. He later worked at municipal Sports School No. 6. As of October 2026, he was listed as the school’s deputy director and a boxing coach.

Thus, the two separate court rulings provide for UAH 34,000 in fines in total and two separate one-year driving bans. The first offense occurred before the full-scale war; the second took place during it. The available materials do not indicate whether the leadership of the municipal sports sector conducted an internal review of these incidents.
