An apartment, a Porsche and 18,000 hectares: Bihus.Info investigated assets linked to Vitaliy Kim

The minister denies using the housing and explains the appearance of the vehicles

Journalists from Bihus.Info published an investigation into property that the family of the new head of the Ministry for Veterans Affairs, Vitaliy Kim, may be using, although it is absent from his declarations. It concerns an apartment and a parking space in the Kyiv residential complex “Novopecherski Lypky”, vehicles, and a possible connection to a hunting estate that uses 18,000 hectares of land in Cherkasy region.

Vitaliy Kim worked in business, including development, before his political career. In 2019 he worked in the election headquarters of the “Servant of the People” party in the Mykolaiv region, and in November 2020 he became head of the Mykolaiv Regional State Administration. At the start of the full-scale invasion, the official became known for his role in defending the region and for his daily video addresses, which he began with the words:

“Good evening, we are from Ukraine.”

In July 2026 Kim became minister for veterans affairs. After that, journalists decided to analyze the lifestyle of the new government official.

In the summer of 2025 the company of his wife, Yuliya Kim — “Media Group” — purchased an apartment of over 100 square meters and a parking space in the capital’s residential complex “Novopecherski Lypky”. According to calculations by Bihus.Info, the home without renovations together with the parking space could then have cost about $350,000.

At the same time, the analytical system YouControl showed that the company’s public financial reporting over the years was zero or was not submitted at all.

At the end of August 2026 journalists saw a Volkswagen Touareg with cover plates in the complex’s parking lot. The car resembled the one the minister rents. A few days later this vehicle left the residential complex and a man resembling Vitaliy Kim was sitting in the passenger seat.

A Porsche Macan was also parked in the space registered to Yuliya Kim’s company. In 2024 the official’s wife received a fine while using this car. The vehicle is not listed in the minister’s declarations and is registered to the construction company “S-Develop”, which belongs to Roman Serbenov.

Earlier Serbenov left housing complexes unfinished in Mykolaiv and Zaporizhzhia and moved to Poland. According to Kim, he worked as a director in his Ukrainian construction companies. In addition, the men jointly headed the Mykolaiv basketball club.

In a comment to Bihus.Info the minister said that he does not use either the apartment or the parking space in “Novopecherski Lypky”. According to him, the property is registered to his wife’s company and was purchased with a loan. He explained the question about the company’s zero financial reporting and the possibility of repaying that loan as follows:

“The financial reporting is under Yuliya’s sole proprietor account, and the money was in the declaration.”

Journalists noted that the family’s savings in Kim’s 2025 declaration did not decrease, but increased by about UAH 6.5 million compared to 2024. The official annual income of the family for 2025 amounted to almost UAH 7 million before taxes. That would mean the family was able to save almost their entire annual income. There is no record of expenses for the property purchase in the declaration.

Regarding the Porsche Macan, the official said that his wife rented the car for less than 180 days. In his view, the vehicle did not need to be included in the declaration when he resigned from the Mykolaiv RSA. Before the rental was formalized, the minister claims the vehicle was used only occasionally.

Roman Serbenov told journalists that his company purchased the Porsche back in 2022, after which the car was rented to Yuliya Kim.

Near the capital complex, journalists also noticed a second Volkswagen Touareg, owned by the official’s ex-wife, Olga Kim. Previously the minister rented this vehicle from a Mykolaiv company, and later the car passed into the ownership of his ex-wife.

Over the past months this Touareg received fines and appeared near “Novopecherski Lypky”. Journalists say this may further indicate that the family lived in the complex, at least at the time the vehicle was observed. Kim himself claims his ex-wife is outside Ukraine and that he does not use that car.

A separate part of the investigation concerns the “Kaniv Left-Bank Hunting Estate” in Cherkasy region. The enterprise uses 18,000 hectares of hunting grounds. In the summer of 2025 it acquired two new owners, whom journalists consider possible nominal holders of the asset.

Vitaliy Kim has repeatedly said in interviews that hunting is his hobby. A stake in the hunting estate was purchased by his long-time business partner Oleksandr Stepanov, who for years was connected by joint companies with both the official’s former and current wife.

Stepanov told journalists that he is not keen on hunting, has rarely been to the base, and is not acquainted with his new business partner Andriy Galkin. A person with the same surname, first name and patronymic was an assistant to People’s Deputy Roman Ivanisov.

Kim himself said he met Roman Ivanisov in 2020 during a hunting trip. The minister also confirmed that he has several times visited the mentioned base at friends’ invitation.

According to Oleksandr Stepanov, the official may not inform him about such visits because he is able to come with people whose publicity he wishes to avoid:

“He did not want to publicize it.”

According to Bihus.Info, Kim may have been accompanied there by the head of the parliamentary faction “Servant of the People,” Davyd Arakhamia. Journalists suggest that Oleksandr Stepanov and Andriy Galkin may be the nominal owners of the hunting estate, acquired in the interests of other persons.
