Tariffs up to 500% and the "shadow fleet": Trump signed the sanctions law

Restrictions on Iran's sectors have been extended for another five years

U.S. President Donald Trump signed the law H.R. 5334, which expands sanctions pressure on Russia and continues restrictions against Iran. The document, known as the “Lindsey Graham Act on Sanctions Against Russia and Iran,” took effect after being signed on September 18.

On the White House website, the content of the document was explained as follows:

“The bill H.R. 5334, ‘The Lindsey Graham Act to Impose Sanctions on Russia and Iran in 2026,’ authorizes and expands the application of statutory sanctions, tariffs, and prohibitions with respect to Russia, and also extends the operation of existing sanctions with respect to Iran.”

The law provides several directions for strengthening restrictions:

  • new sanctions against Russian leadership, banks, energy and defense companies;
  • restrictions on vessels of the so‑called “shadow fleet” used to export Russian oil;
  • the ability to impose tariffs of up to 100% on goods from countries that are the largest buyers of Russian energy resources;
  • tariffs up to 500% on certain goods of Russian origin;
  • an extension of sanctions against Iran’s energy and military sectors for 5 years.

At the same time, the U.S. president retains the right to wholly or partially waive certain restrictions, as well as to delay their implementation.

Now the attention of the international community is focused on how actively the administration of Donald Trump will use the new sanctions and tariff mechanisms against Russia and its trading partners.
