Yevhen Khmara proposed changing the mobilization model: efficiency should be the priority, not quantity

Ukraine should reassess its approach to mobilization. In the proposed model the main criterion should be not the number of enlisted servicemembers, but the efficiency of using human resources. This, Minister of Defense Yevhen Khmara said during a closed meeting with journalists, reports Glavcom.

According to the minister, one of the key tasks of the Ministry of Defense is effective management of human capital at all stages — from recruiting people into the Defense Forces to their development and retention.

The right model of accountability must be introduced. A commander who brings people into his unit should be responsible not only for the act of recruitment itself. He should bear responsibility for the servicemember’s entire path: training, equipping, transfer of combat experience, integration into the unit, and subsequent employment on the battlefield

Khmara is convinced that this approach will strengthen commanders’ accountability for the servicemembers serving in their units.

The minister also emphasized that when determining personnel numbers it is necessary to consider the army’s capacity to provide them with everything required. Simply increasing the number of servicemembers does not make units more effective if they do not have the necessary resources.

The response to the enemy’s actions should not be an increase in the number of people in the army. Ukraine must recruit the minimally necessary number of personnel and equip those who carry out tasks as well as possible. On the battlefield everything must be done so that the existing human capital works more efficiently and with higher quality and suffers fewer losses

Earlier, the Office of the President stated that the situation with the so‑called “busification” would not change significantly.
