Three-tier pension reform starting in 2027: basic 3,000 UAH, minimum 6,000 UAH

Ministry of Social Policy, Family and Unity has presented a pension reform bill to transition to a three-tier model, which is planned to be submitted to parliament for consideration in September, according to Forbes Ukraine.

The proposed architecture contains three components: a solidarity component (divided into basic and insurance parts), a professional component for certain categories of workers, and an accumulative component that will remain voluntary with automatic enrollment and the right to opt out. According to the authors, the concept is intended to eliminate differences in payments for people with the same length of service and contributions, as stated in the publication quoting Danylo Hetmantsev, head of the Rada’s tax committee.

Within the solidarity level a fixed basic payment at the start of the reform in the amount of 3000 UAH and an insurance part calculated from contributions are introduced. The minimum pension will be at least 6000 UAH, and if the sum of the basic and insurance parts is lower, the shortfall will be covered by the state budget.

The basic component will gradually decrease as the insurance pension increases and may be completely abolished if the total payment exceeds 10 000 UAH.

For prosecutors, judges and law enforcement officers a professional pension insurance is provided: employers will pay additional contributions to employees’ individual accounts.

The reform rules are proposed to be introduced from 1 January 2027. During the first nine months institutions necessary for the start of the accumulative system are planned to be created, and automatic enrollment of contributions is to begin from 1 January 2028.

The model’s launch will require budget financing: in 2027 — about 169 billion UAH, in 2028 — about 140 billion UAH, and in 2029 — about 157 billion UAH.
