More than 7 million for a paperwork mistake: TCCs have sharply stepped up fines on companies

263 rulings in 5 months: TCCs assessed Ukrainian businesses with more than 7 million hryvnias in fines for failing to submit information about vehicles. Even companies that do not have cars or equipment are advised to send the so-called “zero” report. On 29 July 2026 reported OpenDataBot, citing data from the Command of the Ground Forces of the Armed Forces of Ukraine.

Overall, since 2014 rulings for failing to submit information about vehicles to the TCCs and SP were issued to 1,047 companies. At the same time, 87% of all sanctions were imposed after the start of the full-scale Russian invasion. During this period rulings were issued to 916 officials — directors, accountants and other employees responsible for submitting reports.

Before the full-scale war, TCCs issued on average about 20 rulings per year. In 2022 their number rose to 29, in 2023 — to 161, in 2024 — to 185, and in 2025 — to 278. In just the first 5 months of 2026 TCCs have already issued 263 rulings — almost as many as in the entire previous year. The total amount of fines assessed reached 7,057,400 hryvnias. Of these, 6,652,400 hryvnias, or 94%, have already been voluntarily paid or forcibly collected into the budget.

Overall, since the beginning of the full-scale war businesses have paid or had forcibly collected 16.64 million hryvnias — which is 83% of all assessed fines. For comparison, during the previous 8 years companies were assessed only 253.3 thousand hryvnias, of which 189.7 thousand hryvnias were paid or collected. The most rulings after 24 February 2022 were issued in the Kyiv region — 173. Next are Cherkasy region — 163 rulings, Volyn — 89 and the city of Kyiv — 81. These 4 regions accounted for 55% of all rulings.

At the same time, no such rulings have been recorded in the Chernihiv and Sumy regions since 2014. In the Chernivtsi and Luhansk regions only 1 ruling was issued in that time. Enterprises, institutions and organizations must twice a year — by 20 June and 20 December — submit to the TCCs and SP information about the availability of vehicles and equipment, their technical condition, and the employees who operate them. The military-transport duty applies to state bodies, local self-government bodies, enterprises, institutions and organizations.

According to an explanation from the Zhytomyr Regional TCC and SP provided at the request of OpenDataBot, even in the absence of cars or other equipment an enterprise needs to submit a “zero” report. For failing to submit information or violating deadlines the responsible official faces a fine from 34,000 to 59,500 hryvnias. At the same time, not every ruling necessarily ends with a fine. If the official confirms a valid reason for the delay — medical treatment, a business trip, caring for a person with a disability or other circumstances — the TCC may decide not to impose a penalty.

Thus, in 2026 rulings were issued to 4 enterprises whose cases were considered by the Zhytomyr Regional TCC and SP. In all cases the reasons for the late submission of information were deemed valid, so the officials were exempted from fines.
