During the day on 24 July 2026, Russian forces carried out a missile strike on the Kyiv region. According to the latest information from the Prosecutor General of Ukraine, Ruslan Kravchenko, 10 people were killed and about 100 people sustained injuries of varying severity. Information about the consequences of the attack is still being clarified.

Earlier, the President of Ukraine, Volodymyr Zelensky, reported 6 killed and dozens injured. A rescue operation was underway at the strike site. The number of victims later rose significantly.

According to information released by representatives of Ukraine’s defense sector and a number of Ukrainian media outlets, the strike hit a location where representatives of defense companies were present and where an event demonstrating weapons was taking place. The Ukrainian Arms Council confirmed the fact of a missile strike on the location of defense industry representatives, emphasizing that it was not the organizer of the event. The exact whereabouts of the participants, the organization said, were not publicly disclosed.

The founder of a defense company, Valeriy Borovik, who was among the first to report the incident, said that the Russian strike hit a proving ground where a weapons exhibition was being held. He suggested that the attack may have been aimed specifically at the event, but law enforcement authorities must ultimately determine the circumstances.

In connection with the Russian strike, the Office of the Prosecutor General is exercising procedural guidance in a criminal proceeding under Art. 438 of the Criminal Code of Ukraine — violation of the laws and customs of war.

Separately, law enforcement opened a criminal proceeding under part 3 of Art. 367 of the Criminal Code of Ukraine. It concerns possible improper performance of official duties during the organization and conduct of the event, which may have led to loss of life and other serious consequences.

Prosecutor General Ruslan Kravchenko emphasized that during wartime, responsibility for decisions related to people’s safety only increases.

“War does not absolve one of responsibility for managerial decisions. On the contrary – it requires the utmost professionalism, caution and awareness of every step.”

According to Ruslan Kravchenko, investigators must establish the entire chain of decision-making regarding the holding of the event.

“The investigation will determine who made the decision to hold the event, who approved the location, time and format of its holding, what security measures were provided and whether risks were properly assessed under martial law.”

According to the acting head of the Kyiv Regional Military Administration, the strike hit the Bucha district of Kyiv region. It was initially reported that the impact was on the territory of a private training range where the event was taking place at the time.

Thus, law enforcement will investigate two components of the tragedy simultaneously: the Russian missile strike as a war crime and possible violations by responsible persons who made decisions about holding the event under conditions of constant missile threat.
