"Mobilized" already-serving military personnel: officials of three recruitment centers in the Ternopil region have been suspected

Officials of the Ternopil, Chortkiv and Kremenets district Territorial Centers for Recruitment and Social Support have been notified of suspicion over the fictitious mobilization of servicemembers who had already served in various military units.

This was reported by the Department of Strategic Investigations of the National Police of Ukraine.

According to law enforcement, officials of the district Territorial Centers for Recruitment and Social Support entered false information into the automated information and communication system “Oberig”, using their own qualified electronic signatures.

Also, according to the investigation, they prepared and issued false official documents — nominal lists of conscripts allegedly sent to military units. These documents were later used to form official reports on the implementation of mobilization measures.

The police note that this is how the leadership of the three district centers improved mobilization indicators.

As established by operatives of the Department of Strategic Investigations in the Ternopil region, the Ternopil center fictitiously conscripted 30 active servicemembers, the Chortkiv center — 56, the Kremenets center — 43.

In total, it concerns at least 129 servicemembers, among whom, according to law enforcement, there were women. All of them had already been serving in various military units, but in the system they were recorded again as newly conscripted.

At the same time, according to available operational information, the number of such “conscripts” may reach about 800 people.

On the basis of the collected materials, investigators of the State Bureau of Investigation, located in Lviv, notified five officials of suspicion under part 1 and part 3 of Article 362 of the Criminal Code of Ukraine — unauthorized actions with information processed in automated systems, committed by a person who has the right of access to such information.

These are the heads of the Ternopil, Chortkiv and Kremenets district Territorial Centers for Recruitment and Social Support.

A decision is currently being made regarding the imposition of preventive measures on the suspects and their suspension from their positions.

The detection measures were carried out jointly with the SBU and the Military Law Enforcement Service. The pre-trial investigation is ongoing under the procedural guidance of the Specialized Prosecutor’s Office in the field of defense of the Western Region.

The Department of Strategic Investigations reminded that earlier in Zakarpattia officials of the district centers were exposed who had entered fictitious data into the “Oberig” system to artificially improve mobilization figures. At that time it concerned 270 people, among whom were citizens who had already served in the Armed Forces of Ukraine, as well as deceased persons.

According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime until their guilt is proven in accordance with the law and established by a guilty verdict of a court.
