While the region survives during the war: the leadership of the Mykolaiv Regional Council declared more than UAH 4.6 million in salaries

The leadership of the Mykolaiv Regional Council published declarations for 2025. The council head, his first deputy and a deputy together declared more than 4,6 мільйона гривень in salaries, as well as foreign currency savings, real estate and vehicles.

This concerns the head of the Mykolaiv Regional Council Anton Tabunshchyk, the first deputy Ihor Shcherbyna and the deputy Denys Andriiev. Their total annual salary for 2025 amounted to 4 625 531 hryvnias.

Anton Tabunshchyk

The highest salary among the council leadership was declared by Anton Tabunshchyk. For 2025 he received 1 834 581 hryvnias, which is on average about 152.8 thousand hryvnias per month. For comparison, in 2024 his salary was 1 552 731 hryvnias, so the official annual income of the official increased by 281 thousand hryvnias over the year.

In addition to his salary, the family of Anton Tabunshchyk received more than 10 thousand hryvnias under the “National Cashback” program.

The head of the council’s declaration lists a residential house in the village of Mishkovo-Pohorilove with an area of 544.1 m², which is in joint ownership with Tetiana Zhelo, as well as a land plot of 887 m². Anton Tabunshchyk also owns an apartment of 68 m². His wife Iryna Tabunshchyk owns a share in an apartment of 68.1 m².

The official drives his own Jeep Cherokee 2018 and a motorcycle Kawasaki D-Tracker. His wife has been using a Skoda Fabia since 2024, which belongs to Volodymyr Pavlenkov.

The family’s cash savings have also increased. While previously Anton Tabunshchyk declared 49 thousand dollars, in 2025 he indicated 52 thousand dollars in cash. His wife increased her savings from 17 thousand euros to 20 thousand euros.

Ihor Shcherbyna

The first deputy head of the council Ihor Shcherbyna received 1 343 231 hryvnias in salary from the regional council for 2025. On average this is about 111.9 thousand hryvnias per month.

In addition, Ihor Shcherbyna declared 124.6 thousand hryvnias in salary from a military unit. His wife Tetiana Shcherbyna, who heads the Olshanske settlement council, earned 1 million 8 thousand hryvnias.

Thus, the couple’s combined income from salaries amounted to more than 2.4 million hryvnias.

In May 2025 Ihor Shcherbyna purchased a Mazda 6 2016 for 400 thousand hryvnias. The family also has a Chevrolet Lacetti 2009.

The couple owns an apartment of 61.6 m² in Olshanske. The declaration also shows an increase in the family’s foreign currency savings: while previously Tetiana Shcherbyna reported 20 thousand dollars in cash, for 2025 she declared 25 thousand dollars. Ihor Shcherbyna did not report any personal cash funds.

Denys Andriiev

The deputy head of the Mykolaiv Regional Council Denys Andriiev declared 1 447 719 hryvnias in salary for 2025. His average monthly income was about 120 thousand hryvnias.

The official’s wife Iryna Andriieva earned over 425 thousand hryvnias over the year. Of these, 373.4 thousand hryvnias were earned at the Department of Economic Development of the Regional State Administration. She also received payments from the municipal enterprise “Mykolaiv Regional Guard” and the NGO “Oberih of the Mykolaiv Region”.

Denys Andriiev owns an apartment in Mykolaiv with an area of 293.1 m². His wife owns an apartment of 44.1 m², two summer houses of 32.6 m² each, and two land plots in Ochakiv and neighboring Chornomorka.

In Denys Andriiev‘s ownership is a motorcycle Kawasaki VN 1600 Vulcan. His wife owns a Mini Cooper. In addition, the official uses a Lexus RX 350 2009, which belongs to Svitlana Andriieva, and his wife uses a Volkswagen Passat 2017, owned by LLC YF “Egida Lex”.

In cash, Denys Andriiev declared 1 million 50 thousand hryvnias and 25 thousand dollars. Another 10 thousand dollars in cash belong to his wife.

Against the backdrop of the war, the constant shelling of the Mykolaiv region, problems with community budgets and the needs of the military, such declarations inevitably raise questions among people: how quickly the incomes of officials who make decisions on behalf of the region are growing, and how well these incomes correspond to the real state of the region.
