In the fifth year of the war, 71% of Ukrainians still consume Russian-language content
Nearly a quarter do it every day; the reason — habit and availability, not ideology
Deputy Prime Minister for Humanitarian Policy and Ukraine’s Minister of Culture Tetiana Berezhna during a presentation in Ukraine published the results of a study on content consumption: according to it, 71% of Ukrainians regularly turn to Russian-language materials, and almost a quarter do so daily; at the same time, a cultural product support program “Tysyachovesna” has been launched with a budget of 4 billion hryvnias.
As Interfax‑Ukraine reports, the survey was conducted jointly with the company Gradus with the support of the MHP‑Hromade fund.
Explaining the scale of the problem, Berezhna cited key data from the study.
“We conducted the study together with the company Gradus. And when we analyzed Ukrainian content consumption, we learned that in the fifth year of the full‑scale war 71% of Ukrainians regularly consume Russian‑language content. And almost a quarter of them do so daily”
According to the minister, this dynamic is driven not by ideology but primarily by habit and the easy access to Russian‑language content online.
She emphasized that content shapes informational narratives, influences the interpretation of events, and can promote propagandistic messages that gradually devalue Ukrainian identity and normalize aggression.
In Berezhna’s view, the situation can be changed by developing a high-quality Ukrainian alternative in culture, media, and the entertainment sector. The minister noted that Ukrainian creators are already producing a significant body of work, but often without adequate funding. Explaining the need for state support, she pointed to the example of potential synergy effects.
“Imagine what will happen when the ideas, passion, and creativity of our artists are combined with financial support from the state. Then entirely unexpected results may await us”
To implement this approach, the “Tysyachovesna” program has been launched with a total budget of 4 billion hryvnias, which is being implemented within the tasks defined by the President of Ukraine, Volodymyr Zelenskyy.
