In Mykolaiv a new composition of the expert-public council started work On 13 August the first meeting of the new composition of the expert-public council of the executive committee of the Mykolaiv City Council took place. Its composition was elected at the founding meeting on 24 July, and on 12 August it was approved by the executive committee of the city council by decision No.950.
At the first meeting, council members determined the leadership and outlined key areas of work.
Viktor Sikalenko — head of the NGO «Center for Adult Learning and Education “Pivden”» — was unanimously elected chair of the expert-public council. All 23 council members present at the meeting voted for his candidacy.
Five deputy chairs were also elected, each of whom will oversee a separate direction:
- Maryna Volosiuk — economic development and budget policy;
- Mykola Linchakovskyi — veterans’ policy and security;
- Olha Vynohradova — housing and utilities, spatial development, inclusion and accessibility;
- Viktor Alkhimov — humanitarian policy and partnership building;
- Artem Kryvtsov — youth policy and administrative-legal support.
Among the council’s priorities are energy efficiency, military-patriotic education, management of apartment buildings, restoration of the housing stock, support for families of captured and missing defenders, anti-corruption activities, volunteer and humanitarian logistics.
At the same time, the new composition of the council has already begun to receive requests to involve public experts. Representatives of the Department of Urban Development and the Department of Architecture and Urban Planning turned to the council for cooperation in the relevant areas.
One of the first tasks will be the improvement of the Regulations on the expert-public council. For this purpose, a working group has already been formed to draft a new version of the document to more clearly regulate the council’s activities and minimize possible legal collisions.
Council members also plan to study the regulatory framework of the Mykolaiv City Council in the field of strategic development and public investment management.
Separately during the meeting, deputy chair of the council Artem Kryvtsov and deputy director of the Mayor’s Office Department Nataliya Ukhmanovska congratulated council member, Paralympic champion Ihor Tsvietov on his new sporting achievements. In August 2026 the Mykolaiv para-athlete won two gold medals at the 100m and 200m distances at the Ukrainian Para Athletics Championship.
The head of the Department for War Veterans Affairs of the Mykolaiv City Council, Serhiy Zaitsev, also joined the meeting. He congratulated the new composition of the council and noted its motivation to work.
Cooperation among the authorities, the expert community and the public should help the city find effective solutions and respond to the community’s current needs.
