Mom abroad, dad with the child: the Rada has come up with a new ground for deferral
A relative was killed in a Russian strike: they want to expand the list of grounds for deferral
In the Verkhovna Rada of Ukraine, a bill has been registered that proposes to expand the list of grounds for obtaining a deferral from mobilization. It concerns bill No.15494, received by parliament on 10 August 2026. The author of the document is People’s Deputy Heorhiy Mazurashu. He proposes amendments to Art.23 of the Law of Ukraine “On mobilization preparation and mobilization”.
One of the proposed provisions concerns parents who actually raise a child on their own in Ukraine. The right to a deferral is proposed to be granted to one of the parents if the other:
- permanently resides outside Ukraine;
- or is abroad for at least 90 days during the year.
Thus, a deferral could be issued, for example, to a father if the child’s mother is abroad for a long time and he remains the only parent who actually lives with the child in Ukraine and takes care of their upbringing. The author of the initiative explained that mobilizing such a father or mother could leave the child without the nearest person who is nearby. The bill also proposes to extend deferrals to citizens whose close relatives were killed or went missing as a result of Russian aggression.
At present, this right is held, in particular, by people whose husband or wife, children, parents, full or half brothers and sisters were killed or went missing while defending Ukraine. This is stated in the official explanation of the Defense Forces of Ukraine.
The new initiative seeks to supplement this list with cases when a close person was killed or went missing:
- while volunteering in a combat zone;
- as a result of a missile strike or bombing;
- as a result of combat operations.
Some proposals concern the work of the TCC and SP. According to the author, in case of doubts the staff of the recruitment center should independently verify information through state registers and requests to other authorities, and not force the citizen to collect numerous certificates. As of 11 August 2026, the text of the bill and accompanying documents in the official card have not yet been published. The document has only been submitted for consideration to the leadership of the Verkhovna Rada. Therefore, the proposed grounds for deferral have not yet come into force. For that to happen, parliament must support the bill, after which it must be signed by the president.
